Our Optical Communications segment has recently evolved from being a manufacturer of optical fiber and cable, hardware and equipment to being a comprehensive provider of industry-leading optical solutions across the broader communications industry.
This segment is classified into two main product groupings – carrier network and enterprise network. The carrier network product group consists primarily of products and solutions for optical-based communications infrastructure for services such as video, data and voice communications. The enterprise network product group consists primarily of optical-based communication networks sold to businesses, governments and individuals for their own use.
The Permitting & Vendor Control Manager is responsible for overseeing all aspects of permitting activities and vendor management for telecom and infrastructure projects. This role ensures timely acquisition of permits, accurate tracking of permitting progress, and effective coordination with pole owners, underground permitting agencies via our onsite resources, and vendors performing permitting-related work. The position also has oversite for purchase order (PO) creation, monitors payment statuses, and maintains compliance with project timelines and budgets.
Key ResponsibilitiesSupervise the tracking and management of all permitting activities for aerial and underground construction
Maintain daily communication with pole owners and permitting authorities to resolve issues and expedite approvals
Ensure compliance with local, state, and federal regulations
Oversee vendors responsible for permitting support and ensure adherence to contractual obligations
Monitor vendor performance, timelines, and deliverables
Serve as the primary point of contact for vendor-related inquiries and escalations
Collaborate with project managers to align permitting schedules with overall project timelines
Create and track purchase orders for permitting-related services
Monitor payment statuses and resolve discrepancies with shared services and vendors
Maintain accurate records of permits, applications, and approvals in Sitetracker
Provide regular status updates and reports to internal stakeholders on a weekly basis
Identify risks and propose mitigation strategies related to permitting delays or vendor performance
Bachelor’s degree in Business, Project Management, or related field (or equivalent experience)
2+ years in project management within telecom, utilities, or construction industries
10+ years vendor management
Familiarity with purchasing workflows, including PO creation and payment tracking within SAP
Strong organizational and multitasking abilities
Excellent communication and negotiation skills for interacting with agencies and vendors
Proficiency in project management tools and ERP systems for purchasing
Knowledge of pole attachment regulations and underground permitting requirements
Ability to work in a fast-paced environment and manage multiple priorities
