Senior Systems Engineer – Joint Base Anacostia-Bolling, DC

MTSI is seeking a Senior Systems Engineer with a TS/SCI clearance to provide systems engineering, program, and acquisition support to a Government Program Management Office/Program Manager. The role focuses on enterprise IT systems, command and control systems, and computer processing technologies.

Travel may be required up to 25%.

Responsibilities
  • Provide engineering support for program management execution of a USAF program; develop objectives, roadmaps, schedules, and budgets.
  • Support development of technical documentation (SOWs, specifications, leadership briefs, engineering briefs).
  • Analyze proposals; facilitate engineering support throughout design, integration, testing, and execution.
  • Apply integration, communication, coordination, organizational, and planning expertise to R&D and acquisition activities.
  • Plan, organize, and manage system development and production, overseeing cost, schedule, and performance.
  • Assist milestone planning, tracking, scheduling, briefing preparations, staff coordination, and decision documentation.
  • Gather data, conduct analyses, evaluation, and validations of acquisition documentation.
  • Assist with J-CIDSS, CONOPS, architectural views, security accreditations and certifications, acquisition reports, agreements, and MOAs.
  • Comply with statutory and regulatory guidance.
  • Assist in creation and approval of acquisition strategies, early capability development strategies, and transition to Program Executive Officer.
  • Develop integration plans, procedures, and resource organization for program transition activities.
  • Develop and communicate roadmaps for programs and related technologies.
  • Establish trusted relationships with customers, suppliers, and stakeholders.
  • Work individually and with engineering, program management, and security teams.
  • Operate across multiple networks at various classification levels, adhering to security policies.
Required Qualifications
  • 10‑15 years of engineering experience, with at least 10 years in a systems program office or similar role.
  • Experience on classified and/or special access programs.
  • Self‑starter capable of high‑level independent work and strong teamwork, including with Senior Executive Service and senior military officers.
  • Coordination skills with internal and external organizations.
  • Proficient in Microsoft Office (Word, Excel, PowerPoint, Project, Teams).
  • Highly adept in engineering tools such as Cameo and DOORS.
  • Ability to learn new tools and adopt digital engineering practices.
  • Knowledge of military platforms, systems, and operations.
  • Experience with collaboration tools (e.g., Confluence, Jira).
  • Excellent oral and written communication skills, translating client needs into project information.
Education Requirements

Minimum of a BS degree in engineering, mathematics, physics, or a technical field.

Desired Skills
  • Advanced degree (MS/PhD) or equivalent experience.
  • Knowledge of networking, communications, command and control systems, and datalinks.
  • Familiarity with DoD acquisition regulations/policy and federal acquisition regulations.
  • Knowledge of the Air Force Life Cycle Management Center’s framework, directives, and policies.
Clearance Requirements

Current TS clearance with eligibility for both TS SAP and TS SCI. Requires 12 months of SAP experience in the last 3 years.

U.S. citizenship is required.
