- Description Leidos’ NISC IV program seeks an Electrical Engineer with specialized experience in Global Positioning Systems (GPS) Electronic Attack (EA) and Counter Position Navigation and Timing (C-PNT) to support and lead the FAA Spectrum Engineering Services Group at FAA Headquarters in Washington, DC. The Spectrum Engineering Group is responsible for securing, managing, and protecting all civil aviation spectrum resources to ensure interference-free operation of FAA communications, navigation, and surveillance (CNS) systems across the National Airspace System (NAS).
The GPS EA Lead is the team’s point of contact for GPS receiver performance, particularly in a contested environment, to include Electronic Attack (EA) and spoofing. This position will manage the analysis and FAA internal and interagency coordination of GPS EA and related Counter Unmanned Aircraft System (C-UAS) requests.
Core Responsibilities:
* Coordinates with offices throughout the FAA and other federal agencies to put in place processes and procedures to mitigate the risks of the various national security training and operational missions.
* Responsible for planning and supporting FAA approved GPS testing initiatives to improve Air Traffic Control coordination, National Airspace System (NAS) safety and efficiency, and to improve the overall understanding of GPS EA and spoofing risks to avionics and other GPS reliant systems in the NAS.
* Presents complex issues that may affect the FAA’s interest to high-level functionally diverse audiences with a range of technical backgrounds.
* Applies a comprehensive technical knowledge of GPS receivers to assess impacts from spoofing and other interference sources and collaborates with inter-agency partners to develop new Modeling and Simulation interference prediction values.
* Utilizes an in-depth knowledge of Radio Frequency propagation, Digital Signal Processing in relation to GPS signal waveforms, and aviation GPS receiver operational performance requirements and testing procedures.
* Provides policy guidance to the AJW-19 management, the FAA, Department of Defense (DoD), and other Federal agency senior leadership.
* Applies comprehensive technical knowledge of and experience with FAA, ATO, and Technical Operations program management policies, initiatives and processes as well as an understanding of new technologies and methodologies, to solve complex problems and to develop improved technical processes for the organization.
* As a contributing technical specialist in radio frequency engineering and project/program management and provide guidance to other technicians and trainees.
* Assignments may include: system design and integration; extensive research; and leading small project/program management teams. Identifies, plans, and organizes available resources to accomplish projects/programs/activities.
* Maintain contacts are both internal and external to the Spectrum Engineering Services Group and include representatives from Department of Homeland Security, the Department of Energy, Department of Defense, the Department of Justice, the Federal Communication’s Commission, and the NTIA.
* Participates in inter-agency committees such as the DoD Frequency Management Group (FMG).
Basic Qualifications:
* Bachelor's Degree in Electrical Engineering;
Master’s Degree preferred.
* 10+ years of relevant experience in Electrical Engineering, Avionics, Global Positioning Systems (GPS), Electronic Attack (EA), Counter Position Navigation and Timing (C-PNT), and Counter Unmanned Aircraft System (C-UAS).
* Ability to learn FAA-specific software and systems.
* U.S. citizenship and active Secret (or higher) clearance required.
Preferred Qualifications:
* Knowledge of spectrum-engineering principles, electromagnetic theory, and radio-frequency propagation as applied to communications, navigation, and surveillance systems that support the National Airspace System (NAS).
* In-Depth knowledge of Radio Frequency propagation, Digital Signal Processing in relation to GPS signal waveforms, and aviation GPS receiver operational performance requirements and testing procedures.
