Position: Lock-Out-Tag-Out (LOTO) Coordinator

The Allied Companies is looking to establish an energy control program as part of its billion dollar capital improvements (CIP) program at the Blue Plains Advanced Wastewater Treatment Plant located in Washington, DC. This program consists of developing energy control procedures, employee training, and periodic inspections to ensure that prior to maintenance being performed, machines and equipment that could unexpectedly start-up, become energized, or release stored energy, are isolated from their energy source(s) and rendered safe.

The LOTO Coordinator will be required to develop a series of procedures and control documents to mitigate hazards which include:

  • shutting down equipment
  • isolation from its energy source(s)
  • preventing the release of potentially hazardous energy while maintenance and servicing activities are being performed

The LOTO document would contain definitive criteria for establishing an effective program for the control of hazardous energy.

Job Description & Requirements

In this role, the LOTO Coordinator will interact with the existing LOTO team and report to the LOTO Project Manager / Safety Officer.

The LOTO Coordinator will utilize Contract Documents and drawings to identify the energy sources for the assets to be locked and tagged out, visit the process areas of the facility to locate the assets, gather appropriate information for locking out and tagging out the asset and write the lockout / tagout procedure for the asset.

General duties include but are not limited to the following:
  • Identify lockout points using the electrical single line and three line diagrams
    * Identify lockout points using the mechanical & plumbing drawings
  • Identify lockout points using power distribution panel drawings and legend
  • Identify lockout points using the P&IDs
  • Identify lockout / tagout procedures for project equipment and systems
    * Write the LOTO procedure using the client’s template format
Preferred Training and

Experience:
  • At a minimum the ideal candidate will have an undergraduate degree in either Construction Management or relevant Engineering discipline;
  • 5 to 10 years of experience with construction at a wastewater treatment facility and/or other heavy construction sites with mechanical, electrical and plumbing installation;
  • Possess OSHA 10-hour safety certification
  • Possess a familiarity with OSHA construction regulations and lockout requirements
    * Possess good communication skills
  • Possess effective planning skills
  • Must be proficient in both Microsoft Word and Excel
  • Read and understand mechanical, electrical and plumbing drawings
  • Read and understand P&IDs
  • Read and understand a project schedule
  • Proven dedication to safety

Essential Functions:
  • Intermittent sitting, walking, standing, bending, squatting, climbing, kneeling, twisting, and lifting
  • Lifting requirements limited to 20 lbs. in the form of supplies, drawings, etc.
  • Hand manipulation is required for simple grasping, pushing and pulling, and fine manipulation
  • Occasional need to reach and/or work above and below the shoulder
  • Must be alert to equipment in the field
  • Occasional need to work near hazardous equipment and machinery
    * Occasional need to walk on uneven ground
  • Exposure to wastewater facility environment
  • Occasional exposure to fumes, exposure to noise, extremes in temperature or humidity, and potential work at heights
