The Senior Advisor, Water Supply Resilience will serve as the primary interface with the water treatment wholesaler (Washington Aqueduct) and support the Pure Water DC initiative. This position will play a key role in building source water supply capabilities, including integrating a second source into operations. The position will also support Pure Water DC as the technical lead, contributing to research, potable reuse pilot operations and data collection, regulatory compliance, and stakeholder engagement.
- Provides engineering expertise in drinking water treatment technologies and source water supply planning.
- Acts as the primary liaison with the drinking water wholesale organization for capital planning, and technical coordination. Interfaces with relevant departments within DC Water to enable a coordinated response to the wholesale organization.
- Leads efforts to develop and integrate secondary water sources into existing systems. DC Water’s technical lead on potable water reuse pilot activities providing oversight and collaboration with the contractor operating the pilot.
- Collaborates on research projects with the Water Research Foundation, wastewater and drinking water teams, ensuring technical connectivity across One Water initiatives.
- Supports Pure Water DC program implementation as the second-in-command technical resource.
- Conducts and publishes research; represent the organization in technical forums and conferences.
- Engages with regulatory agencies; ensures compliance with applicable standards for water reuse pilot.
- Manages and coordinates work with contractors.
- Participates in water sector associations and deliver presentations to technical and non-technical audiences.
- Performs other related duties and projects as assigned at the discretion of the immediate supervisor.

Required ExperienceTen (10) years of progressive experience in drinking water treatment, source water supply, water reuse research, and integrated water management or related field.
Required EducationBachelor's degree in Civil or Environmental Engineering or related Engineering field from an accredited college or university.
Required SkillsBackground in consulting or utility operations. Research experience with publications in relevant fields. Familiarity with regulatory frameworks and compliance processes. Strong technical writing and public speaking skills. Ability to communicate effectively with technical and non-technical audiences. Active participation in professional associations and conferences.

Preferred Experience
Experience managing contractors and serving as a Contracting Officer Representative.
