The Opportunity

CACI is seeking a Senior Test and Evaluation (T&E) Engineer/Analyst to directly support the DPAE Aircraft Carriers and its New Construction program office (PMS 378). As the Senior (T&E) Engineer/Analyst, you will assist PMS 378 with the development and execution of the T&E program for New Construction Aircraft Carriers and develop and maintain the associated acquisition strategies for an Acquisition Category 1 (ACAT I) program.

Responsibilities
  • Update and maintain the FORD (CVN 78) Class Aircraft Carrier Test and Evaluation Master Plan (TEMP), including developing revisions and administrative changes, tracking all stakeholder comments, adjudication of comments, and keeping configuration control of the document.
  • Directly support the PMS 378T (T&E) PAPM in responding to program actions. Develop action item responses, point papers, white papers, and briefings as necessary.
  • Experienced in Aircraft Carrier Builder’s Trial (BT) and Acceptance (Use the "Apply for this Job" box below). including the identification and processing of Trial Card deficiencies.
  • Assist in the oversight and execution of the Navy’s Certification and Post-Delivery Test and Trials (PDT&T) processes and requirements for FORD Class Carriers.
  • Support aircraft carrier C4I/C5I Interoperability testing during the ship’s PDT&T period includes test planning, test procedure development, pre-test execution, test execution, and post-test data analysis.
  • Oversee the Future Developmental Test and Evaluation (FDT&E) plan for drafting funding profiles, Test Plans, Test Procedures, the execution of test(s), the review of data collection, and acceptance of Objective Quality Evidence (OQE).
  • Work with Operational Test and Evaluation Force (OPTEVFOR) and complete CVN 78 Class Initial Operation Test and Evaluation IOT&E) and any FOT&E on follow-on CVN 78 Class platforms.
  • Coordinate with the Director, Operational Test and Evaluation (DOT&E) staff in reviewing the draft DOT&E Annual Report, identify and comment on discrepancies associated with the CVN 78 Class aircraft carriers.
  • A working knowledge of cyber security verification, validation and accreditation (VV&A) processes and testing as applicable to the requirements set forth in the CVN 78 Class TEMP.
Qualifications

Required:

  • Bachelor’s degree in engineering or technical field equivalent.
  • 7 or more years of exp with an ACAT 1C aircraft carrier or surface ship acquisition.
  • Proficient in MS Office 365 suite (Word, Excel, PowerPoint, Teams).
  • Ability to interface efficiently with team members and technical leads.
  • Excellent communication, presentation, interpersonal, and organization skills.
  • Able to visit and/or work aboard an aircraft carrier at the ship’s homeport, other ports, or underway.
  • Work onsite in Washington, DC.
  • Current and Active DoD Secret Clearance.

Desired:

  • Master’s Degree in an engineering or technical field.
  • Prior Navy Active Duty or government, specifically aircraft carrier, experience.
  • NAVSEA and/or PEO Aircraft Carriers experience.
  • Previous experience managing programmatic and technical issues associated with New Construction T&E test and certification process, Developmental test (DT), Integrated test (IT), and Operational test (OT).

The proposed salary range for this position is:

$103,800 - $218,100
