Systems Engineer
Position Overview
As part of HDR’s Transportation Business Group, the ITS/Traffic Designer / EIT will contribute to the design, implementation, and operation of intelligent transportation systems across highways, arterials, transit, and emerging mobility technologies.
Responsibilities- Work on ITS and traffic management system projects under the direction of the project manager and senior engineers, covering design, planning, engineering, integration, deployment, operations, maintenance, communications, and overall contract and project management.
- Develop plans, specifications, and estimates (PS&E) design packages for freeway, arterial, and transit ITS systems, including fiber optic and wireless communication systems, power distribution systems, CCTV, DMS, vehicle detection, HAR, RWIS, traffic signal interconnect, transit signal priority, lightning control systems, and other ITS technologies and sub‑systems such as open‑road tolling and managed lane technologies.
- Perform system engineering analyses, develop ITS architectures, concept of operations, TSM&O master plans, traffic management center SOPs, performance measures guidelines, design plans, equipment specifications, and subsequent testing, operations, and maintenance activities.
- Develop, update, and review design documents, technical specifications, and other project‑related documentation.
- Participate in ACES vehicle, electrified mobility, and emerging technology projects.
- Perform other duties as needed.
- Bachelor’s degree in civil or electrical engineering or a related engineering field.
- Engineer in Training (EIT) certificate; candidates hired without their EIT will be titled “ITS Designer” and will be expected to obtain their EIT for career progression.
- Local candidates preferred.
- Computer skills using Microsoft Office, Synchro/Sim Traffic, HCS, AutoCAD, and Micro Station.
- Bachelor’s degree.
- Strong verbal and written communication skills.
- Ability to multitask across multiple projects simultaneously.

- Washington, DC: $68,880 – $105,840
- Baltimore, MD: $60,270 – $92,610
- Fulton, MD: $63,140 – $97,020
- Glen Allen, VA: $57,400 – $88,200
- Newport News: $57,400 – $88,200
- Roanoke: $54,530 – $83,790
- Virginia Beach, VA: $57,400 – $88,200
