The Program Manager, Capital Improvement Plan (CIP) is responsible for managing consultants and program activities to ensure alignment with DC Water’s strategic goals. Key duties include developing and negotiating program and contract documents, setting performance goals, preparing schedules and budgets, and monitoring compliance. Coordinates with internal teams on capital improvement planning, facilitates asset management and facility plans, and prepares program management plans covering risk, schedule, and quality.

Additional tasks include creating performance dashboards, reporting, and supporting continuous improvement across departments. The Program Manager plays a key role and makes independent decisions in driving program success, continuous improvement, and effective coordination across departments.

Duties within the scope of the practice of engineering will be performed under the responsible charge of a District of Columbia licensed PE as defined in D.C. Official Code Section 47–. Scope of practice for engineers:

For the purposes of this part, the term “practice of engineering” means the application of special knowledge of the mathematical, physical and engineering sciences and the methods of engineering analysis and design in the performance of services and creative work including consultation, investigation, expert technical testimony, evaluation, planning, design and design coordination of engineering works and systems, planning the use of land and water, performing engineering surveys and studies, and the review of construction for the purpose of monitoring compliance with drawings and specifications, in connection with any utilities, structures, buildings, machines, equipment, processes, work systems, projects, and industrial or consumer products, or equipment of a control systems, communications, mechanical, electrical, hydraulic, pneumatic, or thermal nature, that may involve safeguarding life, health, or property, and including such other professional services as may be necessary to the planning, progress, and completion of any engineering services

    Manages consultants performing program management and ensures program management plans are aligned to DC Water’s organizational strateg
  • y.Develops program management, designer, and other contract documents, to include negotiating contract scope and cost, participating in the Consultant interview/selection process, as well as monitoring and evaluating program success and identifying areas for improvement. Provides a wide range of duties needed to ensure contract documents meet organizational need
  • s.Prepares schedules and budget estimates for proposed work, to include setting program management consultant performance goals and expectations. Tracks work progress for compliance with contract requirements, terms and conditions, and organizational needs. Authorizes payment in accordance with contract provisions and DC Water policie
  • s.Coordinates and collaborates with the Asset Management team, operations staff, and other stakeholders in the planning and prioritization of Capital Improvement Project
  • s.Facilitates the preparation of Facility Plans, other similar reports/deliverables, and contributes to the annual Asset Management Plan
  • s.Prepares program management plans to describe the overall program structure, deliverables, related management plans and processes (like risk, schedule, budget, quality, communication, and stakeholder management) and methods used to plan, monitor, control and improve the program development effort
  • s.Interfaces with Operation Departments and other Departments to coordinate programmatic initiatives, to gain input, and to build consensus on program and project approache
  • s.Participates in professional group meetings and conferences directed at innovations, networking, educational purposes, regional planning issues, collaborations, and assess content for DC Water interest
