Environmental Planning Team Lead

Summary

You will serve as the ENVIRONMENTAL PLANNING TEAM LEAD in the Environmental Division of NAVFAC Headquarters. This is an Interdisciplinary Position. Position can be filled by either of the following series: COMMUNITY PLANNER (0020), BIOLOGIST (0401), ENVIRONMENTAL ENGINEER (0819) or a PHYSICAL SCIENTIST (1301)

You will serve as the Environmental Planner and Team Lead that reviews and coordinates the delivery of environmental planning products and services to Supported Commands.

You will provide environmental planning solutions for DoD mission requirements while ensuring compliance with environmental laws and regulations.

You will manage and execute the NAVFAC environmental planning program by developing, coordinating, and reviewing program metrics; guiding process improvement and establishing program priorities.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the public or private sector. Specialized experience must demonstrate the following:
1) Serving as a project manager and experience executing complex Navy environmental planning projects in compliance with the National Environmental Policy Act (NEPA), including development of contractor scopes of work/performance work statements, government estimates, funds management, contractor proposal review and negotiation, contractor oversight, invoicing, and contracting officer representative (COR) duties,
2) Providing guidance, coordination and technical expertise on complex Navy environmental planning issues and processes,
3) Applying Federal, state, and local laws and regulations, DON and DOW policies and processes related to environmental planning.

Must be able to successfully complete the following training courses within prescribed timeframe:

- Information Assurance within the first month
- Ethics training within the first three months

Basic Requirements of Environmental Engineer 0819:

A. Degree:
Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships);

(c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
