Duties
- You will serve as Chief Technology Officer within Team Submarine Engineering directorate reporting directly to the Chief Engineer.
- You will lead our engineering technology strategy and ensure the delivery of high quality, innovation technology products in enabling decisions for the acquisition of nuclear-powered submarines.
- You will develop, communicate, and execute the strategic technology vision, engineering roadmap, and innovation portfolio for the submarine enterprise, ensuring alignment with Department of the Navy priorities and future undersea warfare capability.
- You will provide executive-level technical leadership across submarine engineering disciplines, supporting concept development, design, modernization, repair, and lifecycle sustainment.
- You will lead the identification, maturation, integration, and transition of emerging technologies from concept through fleet implementation, overseeing the technical lifecycle to deliver innovative and operationally relevant capabilities.
- You will provide objective technical assessments and risk-informed recommendations to senior leadership, integrating engineering, acquisition, and operational perspectives while resolving complex technical issues across stakeholder organizations.
- You will build and sustain collaborative partnerships across DoN, industry, academia, and government organizations to accelerate technology development, improve technical integration, and strengthen the submarine industrial and engineering base.
- You will foster a culture of technical excellence, innovation, collaboration, and continuous learning through workforce development, mentoring, succession planning, and supervision.
- You will perform supervisory responsibilities including personnel management, performance evaluation, workforce planning, training, awards, resource management, and oversight of daily organizational operations.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the
Functional Area
and Tier assigned to the position, along with Continuous Learning (CL) points, are required within established time frames. - Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR .
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-03 (GS-13 equivalency) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
As a professional engineer leading various engineering disciplines (i.e., naval architecture, structural, mechanical, electrical, hydraulic, piping, and life support systems) in support of submarine acquisition, procurement, or program management within the defense sector.
