450) and the U.S. Navy's Team Submarine Program Offices and serve as the Software and Certification Manager for the VIRGINIA Ship Control System division as part of the Virginia Class Program Office (PMS 450). Team Submarine unites the Program Executive Officer, Undersea Warfare Systems (PEO UWS); the Deputy Commander, Undersea Technology (SEA 07);
Program Executive Officer, Attack Submarine (PEO SSN);
Program Executive Officer, Strategic Subs (PEO SSBN) and the Submarine Maintenance Engineering, Planning, and Procurement (SUBMEPP) Activity, once diverse submarine-related commands and activities, into a single "submarine-centric" team. Conceived to increase efficiencies within the submarine acquisition, maintenance, and modernization communities, Team Submarine eliminates traditional "stovepipe" structures and processes that created impediments and inefficiencies in the submarine research, development, acquisition, and maintenance communities.
Team Submarine provides improved communication among the various offices that contribute to the overall success of the United States Submarine Force.
The Virginia Class Submarine Program (PMS
450) is responsible for the design, construction, certification, and delivery of Virginia Class Submarines. Virginia Class Submarines (VCS) are built to seek out and destroy enemy ships/submarines, working both independently and in concert with carrier strike groups/other ships, providing Joint Commanders with early, accurate knowledge of the battlefield; covert striking power against targets ashore; and the maritime strength to destroy enemy naval forces and interdict seaborne commerce.

Ship Control Division - PMS 450S:
Provides programmatic oversight of VCS SCS, including new construction (NEWCON), In-Service, and future sustainment for VCS. The division oversees with the support of ship control staff the funding of all Fly-by-wire (FBW) Ship Control Systems within PMS 450 as well as NEWCON and the Maintenance/Modernization for In-Service ships. Also responsible for review and concurrence of FBW SCS at-sea testing (Sea Trial agendas) following original system installation, upgrades/alterations, major repair work, or major depot availabilities.
The division works to develop and maintain a System Safety Program Plan for Submarine FBW SCS Safety Hazard Analysis Report, Safety Assessment Report and Algorithm Safety Assessment Report. This division interacts with the highest levels of Submarine and Navy leadership. Stakeholders include technical groups within NAVSEA, Electric Boat, the in-service fleet, Nuclear Reactors, Pentagon requirements and acquisition leaders as well as among other program offices in Team Submarine.
The budget exceeds $300M across the FYDP. This is a new directorate within PMS 450 and an opportunity to support a team that will have an enduring positive impact on the submarine community!
In this role, you will:
- Be responsible for supporting various NEWCON SW development and certification activities for NEWCON Virginia Class Submarines.
- Manage oversight of software development tasking and execution, including associated issue resolution; execution of SCS certification processes and ensure technical and administrative review of FBW SCS correspondence complies with the requirements of the FBW SCS requirements manual.
- Ensure individual Standard Operating Procedures are maintained to clearly document the routing, review, concurrence, approval process and authority for FBW SCS deliverables.
- Maintain oversight of all software builds developed by the design yard for NEWCON submarines, including associated issue resolution; execution of SCS certification proceses and ensure technical and administrative reviews of FBW SCS correspondence.
- Update and maintain Standard Operating Procedures to clearly document routing, review, concurrence, approval process and programmatic authority for FBW SCS deliverables.
- Attend monthly SCS System Integration team meetings.
- Maintain VCS SCS certification Objective Quality Evidence to support design certification for NEWCON software/hardware builds.
- Serve as a consultant in all matters pertaining to Ship Control software development, configuration management, and design certification.
