Post-Delivery Technical Project Leader

As the Post-Delivery (PD) Technical Project Leader, you will lead a team of Hull, Mechanical, and Electrical (HM&E) and Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconnaissance (C5
ISR) Subject Matter Experts (SME) that are evaluating and managing the delivery of new amphibious ships, auxiliary ships, and landing craft to the fleet and sustaining existing fleet assets. Our Naval Acquisition and Sustainment Operation provide critical services to nearly all U.S. Navy ships and craft. You will work closely with government, shipbuilding, industry professionals and other support personnel. This position is contingent upon the ability to obtain/maintain/transfer a DoD Secret security clearance.
In this role, you will:
- Lead our PD support team and assist the Government PD Principal Assistant Program Manager (PAPM).
- Be responsible for managing project(s) and related task orders for customer(s) with a high level of technical expertise.
- Ensure successful execution of all shipboard Alterations (Alts)/Ship Changes (SCs) accomplished by alteration installation teams or any organization that performs the duties or functions of an Alteration and Installation Team (AIT).
- To ensure the AIT adheres to all aspects of TS(series) technical specification, ALTERATIONS TO SHIPS ACCOMPLISHED BY ALTERATION INSTALLATION TEAMS, including requirements defined in applicable Memorandums of Agreement (MOAs), NAVSEA Standard Items, and Work Specification Items.
- To plan, schedule, and manage accomplishment of alterations during post-delivery (PD) periods, including pre-availability planning efforts, Industrial Post Delivery Availability (IPDA), Post Delivery Availability (PDA), Fitting Out Availability (FOA), Post Shakedown Availability (PSA) and various windows of opportunity (WOO). Coordinate PD events to include Combat Systems Light-Off (CSLO) and Systems Operational Verification Testing (SOVT).
- Business development and budgetary responsibilities:
- Plan and manage AIT budgets across multiple programs.
- Conduct cost management through continual cost control and review.
- Bringing in new AIT work and synergy opportunities.
- Provide expertise to customers to ensure resolution of issues.
- Provide analysis of shipyard progress data and metrics, and other relevant sources of information to advise clients on current and developing issues. Provide reviews, analysis, studies, documentation, and recommendations for HM&E and C5
ISR systems. - Provides timely resolution of issues related to the planning, scheduling, and accomplishment of logistically supported Alts/SCs during post-delivery (PD) periods.
- To manage a team or multiple teams across multiple programs simultaneously performed in different geographical locations.
- Have a wide degree of creativity and latitude is expected.
- Interface with Ship's Force, NAVSEA, NIWC, and NAVAIR On-Site Installation Coordinators (OSIC's) with the sequencing of system installation and testing. This may include the exchange of critical path scheduling information for prior/concurrent alterations or to resolve integration issues.
- Provide technical and programmatic support. Review and evaluate various system documents, drawings, and Integrated Logistics Support (ILS) products to ensure accuracy and proper shipboard integration and installation.
- Manage and maintain the AIT database and participate in associated bi-weekly meetings to review and update the status of each planned system installation effort. The AIT database will be utilized to track, coordinate, and provide all information pertaining to the AIT effort (i.e. Technical Data Packages (TDPs), ILS, Plans of Action and Milestone (POA&M), Industrial Support requirements, Objective Quality Evidence (OQE), SOVTs, Point of Contact (POC) information, training requirements, etc.
- Liaison with the planning yard to facilitate approvals of any change documentation or upcoming configuration changes. Work with the planning yard when a new system change is forthcoming to coordinate design/support requirements. Coordinate waterfront Technical Authority (TA) review and approval of any in-process modifications and non-conforming conditions or exceptions as required.
- Support customers in the analysis and improvement of ship construction and repair process policies and procedures.
- Lead and direct the work of others including providing mentorship and technical guidance.
- Ensure requisite AIT Personnel qualifications and training records are complete.
