Duties and Responsibilities

Directs and oversees a portfolio of complex and major capital projects in a designated geographic area and as assigned by the Deputy Chief Engineer for Infrastructure Project Management Administration.

Coordinates the work of multiple highly experienced subject matter experts across agency divisions and investigates/troubleshoots complex and sensitive issues relative to transportation project delivery. Meets regularly with agency staff to develop relationships and anticipate and solve problems. Coordinates project teams of diverse professionals and technicians (e.g., engineers, planners, resource allocation, contracting and procurement, general counsel, and environmental specialists).

Serves as a spokesperson for the portfolio of projects in communication with stakeholders within the agency, with other District agencies and the Executive Office of the Mayor, with Council members and Advisory Neighborhood Commissions, with other project stakeholders (such as developers, utility companies, and federal agencies), and the general public. Makes well-developed recommendations and creates procedures to ensure the effective coordination of projects with stakeholder groups, other District agencies, federal agencies, and business and citizen groups.

Serves as an expert consultant in all areas affected by assigned portfolio of projects, including capital infrastructure projects through various phases including planning, feasibility, environment, real estate, financial, grants, design, and construction and the necessary budgetary and procurement processes to efficiently and effectively deliver projects. Develops project management work plans and schedules showing the sequence of tasks, target dates, and persons responsible for various activities.

Plans, reviews, oversees, and manages complex project activities. Responsible for using agency database and analysis tools and modules to track and report progress. Provides direction and recommendations to the Deputy Chief Engineer for Infrastructure Project Management Administration to assist in program development, utilizing strategic analysis, seasoned judgment, and a thorough understanding of the functions, processes, and principles of development, management, and transportation in a government setting.

Experience:

Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Examples of specialized experience may include analysis, investigation, preparation of reports, community facilitation presentations, or similar work experience.

Preferred: Four years’ experience Project Manager theories, principles, practices, and techniques, as well as pertinent laws, regulations, and standards related to assigned projects for the oversight and management of programs, policies, and business practices used in initiating, designing, and construction management of engineering projects. Knowledge of the design and construction engineering processes. Knowledge of material engineering, professional engineering standards, practices, policies, and guidelines to provide advice regarding options to higher-level engineers, managers, and assist in major decisions regarding changes, progress, and necessary negotiations.
