Position Description

This role offers the opportunity to support a high-visibility Navy Secretariat client, directly contributing to budget formulation, execution discipline, and senior-leader decision-making. The work directly impacts how Navy resources are planned, executed, and aligned to mission priorities, helping ensure funding is properly managed to support operational readiness and the warfighter.

This position is located in Washington, DC, onsite at the Pentagon 100%.

Your future duties and responsibilities

Budget Formulation & PPBE Support
  • Support all phases of the PPBE process for assigned programs, projects, and PEs.
  • Assist with budget formulation, submission, justification, and reprogramming actions.
  • Review and analyze appropriation, authorization, and budget documentation to support rapid response to fiscal or programmatic changes.
  • Prepare and coordinate issue papers, budget exhibits, and briefing materials for staff and senior leadership.
  • Support mid-year reviews, quarterly execution reviews, and formal program financial reviews.
Budget Execution & Financial Management
  • Track and analyze funds execution, including allocations, commitments, obligations, and expenditures.
  • Monitor execution performance against Navy benchmarks and identify execution risks.
  • Provide financial status assessments and execution forecasts to support leadership decision-making.
  • Support reconciliation of financial transactions and resolution of execution discrepancies.
  • Maintain compliance with fiscal law, appropriations rules, and DoD Financial Management Regulation (DoD FMR) requirements.
Navy ERP & Financial Systems Support
  • Prepare and process funding execution documents in Navy ERP, including commitments, obligations, and adjustments.
  • Assemble and enter contract, program, and cost estimate data to support funding document approval.
  • Maintain and support Navy ERP structures, including WBS, project structures, and cost planning.
  • Prepare detailed and summary monthly execution reports using Navy ERP and interfacing systems.
  • Support transactions across related systems including G-Invoicing, SNaP-IT, PBIS, and enterprise reporting platforms.
Reporting & Stakeholder Coordination
  • Develop recurring and ad hoc reports, dashboards, and briefing materials (including Advana/Jupiter) for senior leadership.
  • Coordinate with government stakeholders to identify and resolve programmatic or financial execution issues impacting budget performance.
  • Support tabulation, analysis, and presentation of execution data
Required Qualifications To Be Successful In This Role
  • Active SECRET security clearance.
  • Bachelor's degree in Finance, Accounting, Business, or related field (Master's preferred).
  • Minimum 5 years of Navy or DoD financial management experience, including Secretariat, HQ, or SYSCOM-level support.
  • Strong working knowledge of PPBE, budget execution, and Navy appropriations.
  • Demonstrated proficiency in Navy ERP, particularly funding document preparation and execution tracking.
  • Experience tracking commitments, obligations, expenditures, MIPRs, and purchase requests.
  • Advanced Microsoft Excel skills; ability to develop and maintain complex financial models.
  • Strong written and verbal communication skills, including preparation of senior-leader briefings.
Desired qualifications/non-essential skills required
  • 9+ years of Navy or DoD financial management experience.
  • Experience supporting execution across multiple appropriations.
  • Proficiency in PowerPoint and Word; familiarity with MS Project.
  • Experience with data visualization or process-mapping tools (e.g., Visio, Access).
  • Certified Defense Financial Manager (CDFM) (preferred).
