Overview

Summary: The CFO position is located in Washington, DC in the U.S. Department of Transportation (Use the "Apply for this Job" box below). Federal Motor Carrier Safety Administration (FMCSA), Office of the Administrator. This position works with the Assistant Secretary for Budget and Programs (OST-B), and the Office of the Secretary of Transportation (OST) on financial matters with the Government Accountability Office (GAO), the Office of Management and Budget (OMB), and congressional committees.

Duties

As the Chief Financial Officer (CFO), the incumbent serves as the principal fiscal officer of the FMCSA and reports directly to the FMCSA Deputy Administrator. As part of the Agency's Senior Management Team, the CFO is responsible for all FMCSA financial management and budgetary matters, including availability of appropriations, allocation of Federal funding, audit issues, financial management initiatives, grants management, and any matter affecting FMCSA’s financial resources.

The CFO provides executive direction and leadership to a comprehensive financial management program to ensure the effective operation of the budget process, proper utilization of and accounting for FMCSA resources, up-to-date information on the status of program funds, and the execution of formula and discretionary grants. The CFO strengthens financial and grants management, oversight, and improves program and financial accountability and fraud awareness, and ensures strong links between budget, financial management and reporting, risk management, and FMCSA performance goals and objectives.

The CFO serves as the principal advisor to the Administrator and the Deputy Administrator on FMCSA budgetary and fiscal matters.

Requirements

Probation and security requirements: As a condition of employment, you will be required to serve a 1-year probationary period during which we will evaluate your fitness and whether continued employment advances the public interest. We may consider performance and conduct, agency needs, organizational goals, and efficiency of the Federal service. Upon completion of the probationary period, employment may be terminated unless certification is provided that continued employment advances the public interest.

The following are typical requirements for this position: complete a one-year SES probationary period (unless already completed), complete a Declaration for Federal Employment to determine suitability, and, if male and born after December 31, 1959, certify registration with the Selective Service System or be exempt. You may be required to obtain and maintain a security clearance (interim and/or final) prior to entrance on duty.

Applicants may be asked to prepare and present a scenario-based presentation as part of the evaluation process. A writing sample may be required. Read documents related to rights and obligations, including privacy and background-check materials.

Qualifications

Technical Qualifications (TQs): Demonstrate executive leadership in budget, financial, accounting, and grants management, including managing multiple fund types, resolving complex budget issues, and overseeing all phases of grants management. Demonstrate executive leadership in directing staff who manage budget, financial, accounting, and grants functions, leading organizational budget planning, engaging senior leaders, and ensuring budget requests align with regulatory and policy requirements.

Executive Core Qualifications (ECQs): In addition to the TQs, all new entrants into the Senior Executive Service (SES) will be assessed against five mandatory ECQs:
Commitment to the Rule of Law, Driving Efficiency, Merit and Competence, Leading People, and Achieving Results. If you are already SES eligible or certified, provide proof of eligibility.

If you are a member of the SES or have been certified through an SES program, you may not need to respond to the ECQs; attach proof if applicable.
