Job Description

The Assistant Treasurer – VP role will offer you the flexibility to make each day your own, while working alongside people who care so that you can deliver on the following responsibilities:
Reporting directly to the Treasurer, the Vice President and Assistant Treasurer, you will be a strategic and results‑oriented finance leader, responsible for the execution of Fannie Mae's liability management strategy. This includes the management and oversight of Fannie Mae's funding and liquidity strategy to ensure execution is in compliance with policies and metrics. Also included are issuance of short‑term and long‑term debt securities, the investment and management of Fannie Mae's liquidity portfolio, and the active management of Fannie Mae's outstanding debt stock.

This person also has management and execution responsibility for our interest‑rate hedging activity of the balance sheet. The Vice President and Assistant Treasurer is not only a critical position internally, but also has high visibility with external stakeholders such as regulators, dealers and fixed‑income investors.

Qualifications
  • Manage the planning and execution of the funding strategies for Fannie Mae in the short‑term and long‑term debt markets.
  • Ensure compliance with internal limits and metrics and adhere to regulatory requirements; provide leadership to the process of insuring appropriate balance‑sheet liquidity through the management of the debt profile.
  • Develop and manage the execution of Fannie Mae's hedging strategies, focusing on interest‑rate, curve and volatility risks to meet the risk‑management objectives of the mortgage portfolio; participate in market‑risk related meetings and working groups and in the vetting of desk models; ensure compliance with internal limits and metrics and adhere to regulatory requirements.
  • Manage Fannie Mae's liquidity portfolio and provide strategic direction; develop investment guidelines and policies in coordination with Enterprise Risk Management; ensure compliance with internal limits and metrics and adhere to regulatory requirements.
  • Develop talented individuals into future officers and leaders of Fannie Mae.
  • Build organizational depth by managing, motivating and developing a staff of highly skilled professionals who successfully implement the business objectives of Treasury, Finance and the broader enterprise; ensure ongoing training and development of staff to provide cross‑training opportunities to expand depth of knowledge.
  • Represent the company with fixed‑income investors, dealers and regulators as an expert in Fannie Mae's debt.
