Financial Analyst provides financial and budget management support for a high-security, large-scale federal program involving complex contracts, construction-related activities, and associated programmatic components. This role supports a mission-critical initiative requiring a high degree of financial accuracy, discretion, and compliance.
Serving as a key financial representative, the Financial Analyst is responsible for developing and maintaining detailed financial tracking systems, monitoring expenditures and obligations, supporting contract and change management activities, and providing timely, accurate financial data to support program leadership and stakeholders.
- Track all program cost elements, including budgets, allocations, obligations, expenditures, invoices, potential changes, and miscellaneous expenses.
- Incorporate costs associated with ancillary or related activities funded in coordination with the primary program.
- Coordinate with internal and external stakeholders to collect, validate, and integrate financial data.
- Support development and refinement of standardized financial tracking templates and best practices for large, high-security federal programs.
- Maintain financial data within the tracking system on a daily basis to ensure current, accurate information is available for internal and external requests.
- Regularly reconcile program financial data with the agency’s Financial Management System (FMS) to ensure completeness, accuracy, and audit readiness.
- Track contract modifications, including execution dates, values, funding sources, and appropriate categorization within contract or stakeholder funding sources.
- Track PCOs by spending category (e.g., contingency or allowance) and by status throughout the change management lifecycle.
- Track contingencies and allowances associated with complex contract structures.
- Track approved invoices against applicable contracts and funding sources.
- Track expenditures from all program-funded sources to ensure accurate monitoring of funds versus obligations.
- Track agency and stakeholder expenditures on a biweekly and monthly basis, including program funded personnel costs and other allocated expenses.
- Develop planned expenditure graphics for each spending category or contract, as well as overall program expenditure summaries.
- Update reports and graphics regularly to support ongoing program reporting requirements.
- Support development and compilation of budget requests, including summary financial documentation and supporting detail.
- Review financial documentation to verify costs are fully supported and properly justified.
- Support financial close-out activities for defined projects phases in accordance with agency requirements.
- Experience performing financial analysis and budget tracking for federal programs, preferably in high-security or mission-critical environments.
- Experience tracking budgets, obligations, expenditures, invoices, and contract financial data.
- Working knowledge of federal financial management systems and appropriations requirements.
- Strong analytical skills, attention to detail, and ability to manage sensitive financial information.
- Strong written and verbal communication skills.
- Experience supporting classified, sensitive, or high-security federal programs.
- Familiarity with construction-related cost tracking, change management, contingencies, and allowances.
- Experience supporting budget requests or Congressional appropriations documentation.
- Proficiency with financial reporting tools and data visualization.
Ability to obtain and maintain the required federal security clearance.
