Sr. Grant and Financial Management Officer Marketing Statement

Metro seeks a Senior Grant and Financial Management Officer to serve as the subject matter expert in our grant administration department. This position will work in conjunction with the Senior Manager for Grants Administration to manage all aspects of the grant management process. The position prepares applications and manages compliance of grant funded projects from award through closeout. The incumbent will support grants for capital needs and operating assistance from the US Department of Transportation/Federal Transit Administration, the Department of Homeland Security/Federal Emergency Management Agency, and other US Federal agencies, State DOTs, and other local sponsors and non‑traditional resources.

There is a heavy emphasis on oversight for reporting on associated federally funded projects. The senior position handles large complex projects; knowledge of project management is desirable. The incumbent will be expected to conduct financial analyses to strategically utilize available federal, state, and local funding, and may manage review of invoices for eligibility and reimbursement. The incumbent must have excellent effective communicator both orally, in presentations, and in written correspondence.

The position currently resides in the Finance Department in the Office of Funds and Grants Management. This office participates in development of Metro's annual capital budget ensuring it advances agency priorities and invests federal, jurisdictional, and dedicated funding wisely. Metro secures over $600 million annually in FTA formula funding and actively pursues competitive grant assistance. Metros combined Federal, state, and local sources in FY2025 were over $3B.

The position supports the agency for business transformation, planning, sustainability, and programming of the capital budget for grants. This position supports both the capital and operating budgets and is significantly involved in capital reporting and interacting with our financial sponsors. It is highly desirable if the Senior Officer has familiarity with federal uniform requirements and DOT program requirements, procurement requirements, financial management, and general project management skills related to capital or research and development projects.

Minimum Qualifications
Education
  • Bachelor’s Degree in Finance, Accounting, Economics, Business Administration, Public Administration, or a related field.
Experience
  • A minimum of eight (8) years of comprehensive experience in financial management, economic and/or revenue forecasting, budget, financial analysis or public administration.
Certification/Licensure
  • N/A
Preferred
  • Master’s Degree in Finance, Accounting, Economics, Business Administration, Public Administration, or a related field.

Summary

The Senior Grant and Financial Management Officer supports the management of Metro's funding and grant financial plans that inform the development and management of the annual budget and multi‑year plans for capital and operating programs. The incumbent also manages assigned grant activities and reports financial and budgetary information to senior management. The incumbent coordinates with funding agencies for grant compliance and required approvals;

coordinates assigned activities with other divisions and departments; provides Senior staff with interpretations of complex legislation, grant requirements, and recommended funding approaches.
