SummaryThe Senior Financial Planning Analyst is considered a subject matter expert, acts as a project lead, and performs highly technical operations in the area of financial analysis and the evaluation of financial variables and trends. The senior analyst is responsible for providing analytical support to senior leadership and other professionals at the Board or Reserve Banks, including financial modelling, forecasting, trend identification, and complex variance analysis.
Dutiesand Responsibilities
- Directs or participates in establishing methods and systems for financial data collection, selection, interpretation and/or analysis of complex financial data, variances from plan, and other financial data to ensure expenditures, actions, and potential recommendations affecting these expenditures are consistent with governing documentation.
- Takes the lead in developing, utilizing, and maintaining financial models to perform complex analysis across a variety of financial areas, such as year-end budget forecasting, annual personnel cost projections, monthly reports, financial trends, and multi-year forecasting.
- Acts as primary liaison to senior leadership and provides guidance to staff responsible for complex organizations, larger divisions or Reserve Banks. Is responsible for overseeing and reviewing analysis, reports, and trend information completed by the section staff and ensuring recommendations and implementation plans provide maximum budgetary efficiency and effectiveness in line with the mission, the mission of the organization, multi-year strategic plan, and/or annual operating plan.
- Serves as project manager or subject matter expert on major projects. May direct assignments for lower level staff and ensuring they provide accurate, timely, and comprehensive analysis, information, reports and presentations to management.
- Oversees efforts to meet internal control requirements by ensuring regular process review, supplying data and other information as necessary, recommending improvements, and confirming all documentation is complete and accurate.
- Builds collaborative relationships with customers and other senior leaders and officers across all levels within the organization. Builds rapport, is able to constructively handle difficult situations, and builds trust with stakeholders.
- Designs and conducts training activities and oversees the creation and support of documentation to support these activities.
- Develops own professional skills, including identifying and initiating activities to ensure this development and maintains an up-to-date knowledge of practices and relevant automation skills within the financial field.
FR-27 requires a bachelor’s degree or equivalent experience and six years of experience. Requires financial analytical experience in the areas of financial management, budgetary processes, and financial forecasting. Must possess the ability to utilize various financial automation tools, such as forecasting models, complex spreadsheets, and business intelligence tools. Requires knowledge of Microsoft Office Suite (Word, advanced Excel, PowerPoint) and the ability to compose and edit documents, reports, and other communication tools ensuring they are accurate and concise.
Must be able to communicate clearly and effectively in both an oral and written manner to a broad audience. Requires the ability to understand broad financial concepts, detailed processes, the strategic plan and financial environment, and the financial objectives of each division or Reserve Bank.
FR-28 is a Lead Financial Planning Analyst and must meet the minimum requirements of grade FR-27 in addition to eight years of experience. Develops measures for and analyzes the most complex financial issues and data, assesses the extent to which new approaches and strategies are consistent with the strategic direction of the Board or Reserve Banks being mindful of the needs of stakeholders;
recommends new approaches, policies, and strategies. Effectively resolves complex and difficult questions and issues.
Offers judgments and recommendations, both within and outside the Board or Reserve Banks, and effectively communicates these directly to other professional and senior staff; actively participates in managing relationships. Possesses strong consulting, oral, and written communication skills are required. Information must be presented in a clear, concise, and logical manner utilizing proper vocabulary and grammar and adapting the content, tone, and style to that of the reader.
Needs to demonstrate consistency between action and words, utilize customer input to develop work products and processes, and be attentive to verbal and non‑verbal cues.
