Office of the Chief Financial Officer (OCFO) Agency Fiscal Officer

The Office of the Chief Financial Officer (OCFO) is the steward of the Government of the District of Columbia’s (District’s) finances. Since its creation in 1996, OCFO’s mission is to ensure the financial integrity and long-term fiscal health of the District. OCFO accomplishes this mission by ensuring balanced budgets, unqualified or “clean” audit opinions, and access to quality credit markets with high and improving bond ratings.

OCFO’s operational responsibilities include forecasting the District’s revenues and financial condition, developing and managing the District’s budget, administering the District’s taxes, and executing and recording the District’s financial transactions. In addition, OCFO administers the District’s lottery and gaming programs, and oversees the finances of the University of the District of Columbia and the Washington Convention and Sports Authority (Events DC).

We are in search of a Agency Fiscal Officer
. This position is located in the Office of the Chief Financial Officer (OCFO), Public Safety and Justice Cluster (PSJC), Office of the Chief Medical Examiner (OCME). The incumbent will be responsible for the planning, operation, development, supervision and monitoring of the operating and capital budgets, grants management, and financial management programs for the Agency.

Duties include, but are not limited to:
  • Overseeing the supervision of agency financial staff.
  • Serving as the key financial and fiscal representative for the agency.
  • Attending meetings with top-level officials to advise on policies and procedures with budget and grant management implications.
Budget & Policy Management
  • Developing and revising financial and fiscal policies, plans, procedures, goals, and systems.
  • Reviewing capital and operating budget proposals and preparing recommendations.
Communication & Analytic
  • Keeping agency officials and staff informed of new financial systems design and improvements.
  • Preparing recurring and special reports of a budgetary, financial, or analytical nature.
  • Performs other related duties as assigned.
Minimum Qualifications

Six (6) years of progressive experience performing the related duties and responsibilities such as planning, supervising, and providing authoritative advice on all matters regarding budget and financial management.

In addition, applicant must possess a Bachelor's degree in accounting, business administration, finance, or public administration or related field. Applicants must submit an official transcript that verifies Bachelor's degree in accounting or related field.
If applicable, your application package must include a foreign credential evaluation of all foreign transcripts. Acceptable foreign credential equivalency reports must be provided by organizations that have current membership with the National Association of Credential Evaluation Services (NACES) or the Association of International Credential Evaluators (AICE).
