Position: Budget/Financial Analyst II with Security Clearance
Overview Nakupuna Solutions is seeking a Budget/Financial Analyst II. The Budget/Financial Analyst II supports the financial operations of the Bureau by assisting with budget formulation, execution, and monitoring activities. This role involves regular analysis of financial data, development of reports for a range of stakeholders, and coordination with internal and external teams to ensure accuracy, compliance, and timely use of funds.

The analyst also contributes to drafting and reviewing financial documents, identifying and resolving discrepancies, and helping to maintain financial integrity across a dynamic portfolio. The place of performance for this work is Washington, DC. Responsibilities The following reflects management's definition of essential functions for this job but does not restrict the tasks that may be assigned. * Assist the CT/Budget Officer and other government staff with the formulation and execution of approved budgets.
* Analyze and review budget data for the assigned portfolio; identify key issues and provide recommendations to appropriate budget personnel for resolution.
* Review expenditures to support compliance with the Anti deficiency Act, ensuring funds are obligated and expended within legal limits.
* Forecast the timing of obligations based on the budget cycle and availability of funds at the appropriation, allotment, and sub-allotment levels using budget inquiry reports from the Global Financial Management System (GFMS).
* Independently develop financial reports, charts, and templates using MS Excel, SharePoint, and data from GFMS and Global Business Intelligence (GBI) tailored for diverse audiences, from executive leadership to analysts.
* Draft budget documents, including Interagency Agreements and expenditure reports. Perform peer reviews of budget documents drafted by other staff and track clearances in accordance with standard operating procedures.
* Draft, review, amend, and track obligation documents for submission by government personnel into GFMS to support domestic and overseas operations. Coordinate with general services and financial staff both domestically and abroad to meet operational requirements.
* Identify and monitor unliquidated obligations (ULOs), recommend or draft corrective actions to resolve transaction issues, reconcile accounts, and initiate de-obligation of funds to support proper closeout of CT projects. Qualifications Skills/

Qualifications:

The candidate possesses extensive expertise in federal budgeting, financial management systems, and accounting methodologies. They are skilled in applying a variety of budgeting techniques to assess the implications of programmatic and funding changes and are adept at reconciling financial data using automated systems. Their proficiency in Microsoft Excel enables them to create advanced visualizations and reports, while their strong communication skills allow them to effectively present and defend budgetary actions to stakeholders.

Clearance Requirement:
Active Secret clearance required. Must be a U.S. citizen.

Education and Experience:

* Bachelor's degree in accounting, business administration, finance, statistics, or a related field.
* Minimum of two (2) years of experience in accounting, budgeting, or financial management, including at least one (1) year in federal government financial operations.

Physical Requirements:

The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation :
* Ability to perform repetitive motions with the hands, wrists, and fingers.
* Ability to engage in and follow audible communications in emergency situations.
* Ability to sit for prolonged periods at a desk and working on a computer. The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location.

The projected compensation range for this position is $85,000 to $115,000 annually. The range displayed represents the typical range for this position and is just one component of Nakupuna Companies total compensation package for employees.
