The Program Manager/Senior Financial Manager serves as the Program Manager and the Senior Financial Lead overseeing overall contract performance for a financial and advisory support engagement supporting a federal civilian agency's information technology investment portfolio. This position owns overall contract performance, staffing, and quality assurance across all task areas- including CPIC and portfolio financial management, PPBE (Planning, Programming, Budget, and Execution) support, and executive financial governance and federal budget writing - and is the client’s primary point of contact for program performance and staffing matters.
PRIMARYDUTIES AND RESPONSIBILITIES
- Serve as the Contractor's designated Program Manager (PM), overseeing all contract staff and performance across all task areas.
- Monitor contract budget execution, labor utilization, delivery schedules, and Earned Value Management (EVM) tracking in compliance with ANSI EVM standards.
- Enforce strict quality control to ensure all financial exhibits, budget documents, narratives, and briefing packages are 100% compliant with federal guidelines, Section 508-compliant, and mathematically exact.
- Apply expert knowledge of FITARA, Earned Value Management, and OMB Circulars A-11/A-130 to guide overall program execution and vendor-neutral advisory delivery.
- Support and improve/mature Capital Planning and Investment Control (CPIC) processes to manage, facilitate, and report on all IT capital investments within the client’s IT Portfolio
- Provide financial expertise to evaluate, optimize, and baseline the health of the IT Portfolio to include
- developing financial baselines
- conducting quantitative financial evaluations regarding cost variances and spending trends
- conducting vendor-neutral cost-benefit trade studies, financial risk assessments, and analyses to evaluate options for retiring, consolidating, or reallocating funds from underperforming/redundant investments
- tracking investment performance metrics to support executive investment decisions
- Serve as primary point of contact for the Contracting Officer's Representative (COR) and Contracting Officer on all program performance, staffing, reporting, and delivery matters.
- Coordinate cross-task staffing and workload balancing across CPIC, PPBE, executive financial governance, and federal budget writing functions to ensure integrated delivery.
- Master’ s degree in a related field (business, finance, public administration, or similar).
- Project Management Professional (PMP) certification preferred
- 10 years relevant professional experience
- Minimum of 6 years of senior-level federal experience, including at least 2 years directly performing Capital Planning and Investment Control (CPIC), Life Cycle Cost Estimating (LCCE), and federal IT budgeting (OMB Exhibits 300/53), plus at least 2 additional years of senior leadership or program management experience.
