POSITION DESCRIPTION

The Financial and Budget Analyst supports a federal civilian agency's information technology investment portfolio office in preparing accurate, compliant, and executive-ready financial and budget documentation. Working within a broader financial governance and advisory support team, this position owns the drafting and refinement of federal budget narratives, Congressional Budget Justifications, and executive financial communications that support the client's IT capital planning, budget formulation, and financial governance processes.

The Financial and Budget Analyst supports recurring and ad hoc reporting requirements, meeting and briefing coordination, and quality assurance of financial deliverables in a fast-paced federal budget environment.

PRIMARY DUTIES AND RESPONSIBILITIES
  • Draft, edit, compile, and refine technical budget documentation across the federal budget lifecycle, including baseline and over-threshold Fiscal Year (FY) budget narratives, Congressional Budget Justifications (CBJs), OMB submission narratives, and Budget-in-Brief (BIB) summaries.
  • Prepare formal written responses to Congressional and Departmental budget inquiries.
  • Support Financial Governance Board facilitation by preparing financial dossiers, spending briefings, cost variance reports, and executive action-item trackers for IT Investment Governance Boards.
  • Develop clear, concise executive budget briefings, monthly financial dashboards, and quarterly budget accomplishment summaries for senior financial and technology leadership.
  • Provide logistical and administrative preparation and support for executive financial reviews, budget defense sessions, Capital Planning and Investment Control (CPIC) governance meetings, and budget hearing preparation sessions.
  • Support production of governance board agendas and post-meeting action-item trackers.
  • Ensure all financial exhibits, budget documents, narratives, and briefing packages are mathematically accurate, free of formatting or narrative errors, and delivered on time in accordance with established performance standards.
  • Prepare all deliverables in electronic formats fully compliant with Section 508 of the Rehabilitation Act.
  • Coordinate with cross-functional financial and IT portfolio staff to gather source data supporting budget narratives and executive communications.
  • Support ad hoc federal budget writing and financial communication needs as assigned by the Program Manager.
MINIMUM POSITION REQUIREMENTS

Education & Experience

  • Bachelor's degree in Finance, Accounting, Economics, Communications, or Business, with a minimum of 24 semester hours in quantitative or business-related disciplines.
  • Minimum of 5 years of federal contracting experience in financial tracking, cost analysis, or federal budget writing.
  • Demonstrated experience authoring or supporting federal budget narratives, Congressional Budget Justifications, or OMB submission materials.
  • Familiarity with FITARA, OMB Circulars A-11/A-130, and federal IT portfolio financial reporting standards.
  • Strong technical writing and executive communication skills preferred.
  • Proficiency in presenting and reporting in both Microsoft Suite and Google Platform
  • Ability to obtain and maintain a Public Trust Security Clearance (SF-85P).
  • Must be a U.S. citizen or lawful permanent resident.
  • Ability to work in the U.S. without sponsorship.
  • Experience with federal financial or portfolio management dashboard tools preferred.
