Minimum Qualifications

Minimum Education

  • Bachelor's degree in Accounting, Business Administration/Management, Finance, or related field.

Minimum Experience

  • Three (3) or more years of experience in auditing, cost analysis, or public accounting.
  • Working knowledge of FAR, CAS, and GAGAS.
  • Proficiency in analyzing financial data and preparing structured work papers.

Minimum Certification/Licensure

  • N/A

Preferred Qualifications

  • Certified Fraud Examiner (CFE), Certified Public Accountant (CPA), Certified Internal Auditor (CIA), or related professional certification (or progression toward certifications).
Summary

The Auditor IV, Contracts, in the Contracts Division, serves as an advanced-level auditor within the Office of Inspector General (OIG). The Auditor IV, Contracts Division, is responsible for independently evaluating complex contractor cost proposals, assessing internal controls, reviewing incurred costs, and determining the allowability, allocability, and reasonableness of costs in accordance with Federal Acquisition Regulation (FAR), cost accounting systems (CAS), and agency-specific policies.

The incumbent s performance will be measured based on their demonstrated ability to plan, perform, and finalize audits within goals established for the Contract Audit program; to conduct contract reviews of all types and complexities. The incumbent reports to the Audit Manager with minimum supervision.

Essential Functions

Principal Job Duties

  • Performs advanced audits of contractor costs, incurred costs submissions, pricing actions, and related cost representations.
  • Evaluates the adequacy of contractor accounting systems and internal controls to determine compliance with regulatory and contractual requirements.
  • Assesses the allowability, allocability, and reasonableness of claimed costs under FAR, CAS, and agency-specific policies.
  • Conducts risk assessments to determine the scope and depth of audit procedures required.
  • Analyzes cost data, financial records, estimates, and supporting documentation to form audit conclusions.
  • Prepares clear, well-supported audit reports that detail findings, conclusions, and recommendations.
  • Presents audit results to internal leadership and, when appropriate, to contractor representatives and program offices as needed.
  • Maintains accurate and complete audit work papers in accordance with Government Auditing Standards (GAGAS).
Other Duties
  • Maintains and promotes awareness and accountability with safety policies and procedures while performing job functions. Promotes a positive safety culture and encourages reporting of safety concerns consistent with our Agency Safety Plan, other regulatory requirements within the Safety Management System and just culture principles.
