Description
Key Responsibilities- Provide resource management and PPBE analysis in support of Army Security Cooperation programs
- Assist the Management Decision Package (MDEP) Manager with oversight of assigned resource portfolios
- Collect, review, and analyze policy and financial documents supporting POM development, budget formulation, and execution
- Prepare and submit Resource Management Program Evaluation Group (PEG) briefing materials
- Analyze changes in funding requirements based on operational needs, planning assumptions, and Congressional or DoD adjustments
- Monitor current-year execution data (obligations) across program elements, agreements, and initiatives
- Conduct variance analysis to identify execution risks and funding shortfalls
- Identify unfunded requirements (UFRs) and assess operational impacts and risk to mission execution
- Support Army Resource Management processes, including Funding Lock Positions, audit trails, and UFR analysis
- Coordinate with internal and external stakeholders across HQDA, Army Commands, ASCCs, and other Army and DoD organizations
- Prepare written and briefing products for Army senior leaders in support of budget decisions
- Maintain accurate financial tracking tools and databases in accordance with Army standards
- Bachelor’s degree in Finance, Business, Economics, Public Administration, or a related field
- 5–7 years of relevant experience in resource management, budgeting, or financial analysis within DoD or federal organizations
- Demonstrated experience supporting PPBE and POM processes
- Familiarity with Army resource management concepts, funding documents, and execution tracking
- Proficiency in Microsoft Excel (including advanced functions), PowerPoint, and Word
- Experience developing executive-level briefing materials and written analysis
- Ability to work independently in a high-tempo headquarters environment
- Active SECRET security clearance
- Experience supporting HQDA, Joint Staff, OSD, or Combatant Command resource management organizations
- Familiarity with Army database cProbe
- Prior experience supporting Security Cooperation, international programs, or strategic-level initiatives
- Knowledge of Army audit readiness and funding lock procedures
