Program Analyst
This position requires an active Top Secret clearance with the ability to get a TS/SCI.
MUST speak/read/write fluent Spanish
, Preference would also understand Portuguese.
Responsibilities Include:
- Expertise & Policy Development:
Provide subject matter expertise in WHA on good governance, justice sector issues, and citizen security policies, including by facilitating bilateral and multilateral engagement about specific thematic and regional goals. - Documentation Support:
Provide the government lead with signature‑ready support and background documents including briefings, reports, agendas, invitations, remarks, read‑outs, and meeting notes; draft and obtain clearances on background papers, reports, and briefings for presentation to senior Bureau leaders; draft reports to meet routine, ad hoc, and Congressional requirements. - Research & Analysis:
Research, collect, and analyze data, and report on findings; clearly communicate conclusions and recommendations through such means as PowerPoint presentations, briefings, and written reports (e.g., whitepapers, memoranda, information papers, and emails) to allow PPC and Bureau leadership to make data‑driven decisions. - Logistical Support:
Participate in committees and meetings, including interagency committees for good governance and citizen security programs; provide logistical support for meetings, seminars, and special events, including coordination of volunteers, venues, remarks, activities, and timeline development. - Event Coordination:
Develop, organize, and facilitate Bureau participation in Department of State events related to good governance, citizen security, the justice sector, and countering antisemitism. - Communication Strategy:
Work closely with Department and interagency colleagues, providing information and responding to inquiries, compiling government input, and recommending PPC responses to complex inquiries to the government lead, the Director, or other Department of State officials. - Portfolio Support:
Support the external affairs, anti‑corruption, countering malign influences, trafficking in persons, and cyber security portfolios to backfill officers as needed during absences and staffing gaps; support the government lead in overseeing the Bureau's submission of Congressionally mandated annual reports, including the International Narcotics Control Strategy Reports, International Religious Freedom Reports, Trafficking in Persons Reports, and the Human Rights Reports. - Monitoring & Assessment:
Monitor political, economic, and security developments in the Western Hemisphere as required, providing assessments, analyses, and support to WHA/PPC and the Bureau, including but not limited to assembling briefing books, drafting reports, clearing thematic and regional paper, and serving as control officer, to contribute to well‑coordinated U.S. government policy and program recommendations to the PPC office and Bureau leadership. - Performs other job‑related duties as assigned.
Education
- Required:
Bachelor's degree from an accredited institution in a relevant field such as International Studies, International Affairs or a related program. - Preferred:
Master's degree from an accredited university in a related field. - A minimum of four years of combined work experience in international affairs.
- Candidates with a Master's degree may substitute two years of experience for this requirement.
- Proficient in research and analytical methods to validate, evaluate, and interpret information from diverse sources.
- Experience with Adobe InDesign, Adobe Photoshop, and web development is required.
- Strong proficiency in Microsoft Office Suite for creating professional documents.
- Experience in developing, implementing, and interpreting metrics to measure project performance against expected outcomes.
- Ability to manage multiple tasks, coordinate activities across various locations, and work effectively in a multi‑cultural team environment.
- Excellent verbal and written communication skills in English, with the ability to prepare analyses, recommendations, official memos, cables, and reports.
