The Policy Analyst provides high-level analytical, advisory, and implementation support to the Office of Head Start (OHS) in the development, refinement, interpretation, and implementation of policy and regulatory guidance. This role supports mission-critical policy initiatives by conducting research and analysis, drafting policy materials, supporting internal decision making, and translating complex statutory and regulatory requirements into clear, actionable guidance for internal and external stakeholders.
The Policy Analyst works closely with OHS leadership, subject matter experts, and regional partners to ensure policies are data informed, operationally feasible, and aligned with federal requirements, while supporting continuous quality improvement across Head Start and Early Head Start programs.
Responsibilities- Support OHS federal staff in the development, refinement, and clarification of policies, guidance, and procedures affecting Head Start and Early Head Start programs.
- Conduct policy research and analysis related to statutory requirements, federal regulations, and program operations to inform policy decisions.
- Analyze the operational impact of proposed policy changes and identify implementation considerations, risks, and mitigation strategies.
- Conduct qualitative and quantitative analysis to support policy development, including review of program data, monitoring findings, audits, reports, and trend analyses.
- Develop analytical summaries, options papers, and recommendations to support senior leadership decision-making.
- Support process improvement initiatives related to policy development, clearance, and dissemination.
- Collaborate with communications staff to ensure policy guidance is clear, consistent, and accessible to intended audiences.
- Assist with preparation of talking points, briefings, and responses for internal leadership or external stakeholders.
- Participate in meetings, work groups, and briefings related to policy initiatives as directed by OHS.
- Identify emerging policy issues, implementation challenges, and trends that may impact program operations.
- Bachelor’s or Master’s degree in Public Policy, Public Administration, Education, Early Childhood, Law, Social Sciences, or a related field
- 3+ years of experience in policy analysis, development, or implementation, preferably in a federal or public sector environment.
- 2+ years of experience supporting HHS, ACF, OHS, or other federal human services programs.
- US government issued security clearance required (will be initiated upon hire)
- Valid driver’s license and ability to pass an MVR check.
- Familiarity with Head Start Program Performance Standards or federal grant funded program operations.
- Strong analytical and critical thinking skills with the ability to interpret statutes, regulations, and policy guidance.
- Excellent written communication skills, including experience drafting formal policy or guidance documents.
- Ability to manage multiple priorities and deliver high-quality work under tight timelines.
- Ability to work collaboratively with federal agencies, state systems, T/TA partners, and diverse partners in the early childhood field.

The pay range for this position based on full-time employment is: $73,770.00 - $ for DC Client Office (DC88).
