Position Summary
The Director of Federal and State Medicaid Policy leads the organization's strategy and advocacy on Medicaid and long-term services and supports at the federal and state levels. This role analyzes legislative, regulatory, and judicial developments; advances the Medicaid Bridge initiative; and provides strategic guidance, technical assistance, and partnership development to strengthen Medicaid programs that support people with disabilities. This position requires limited supervision.
Job Duties and Responsibilities- Provides comprehensive analysis of federal legislative, executive, and judicial developments impacting our constituency, particularly on issues related to Medicaid, long-term care policy, the direct support professional workforce, and other related disability policy matters. Translates complex policy changes into strategic recommendations and actionable guidance.
- Tracks and analyzes state-level Medicaid and related policy developments to identify trends, risks, and opportunities that inform national and state advocacy strategy.
- Serves as the primary staff lead for the Medicaid Defense Learning Collaborative envisioned through the Medicaid Bridge initiative, coordinating engagement, strategy development, and knowledge-sharing across participants.
- Manages and coordinates grant deliverables associated with funding secured for the Medicaid Bridge work, ensuring compliance with reporting requirements, timelines, and measurable outcomes.
- Partners with the development team to support funding strategy, including assisting in proposal development, funder engagement, and identifying new funding opportunities to sustain and expand the initiative.
- Coordinates and provides strategic policy support to the federal policy and advocacy teams to ensure alignment across legislative strategy, grassroots engagement, and coalition efforts.
- Develops and maintains strategic relationships with key national organizations, including the National Governors Association (NGA), National Conference of State Legislatures (NCSL), National Association of Medicaid Directors (NAMD), and other relevant partners to advance shared Medicaid priorities.
- Provides technical assistance, policy guidance, and training to state chapters, grasstops leaders, and self-advocates by developing issue briefs, toolkits, policy analyses, and educational materials.
- Serves as liaison to existing care funders and cultivates relationships with prospective funders to strengthen long-term sustainability of Medicaid policy initiatives.
- Produces legislative status updates, Board reports, lobbying disclosures, and other administrative documentation to support internal governance and compliance requirements.
- Assists in the planning and execution of the Disability Policy Seminar in collaboration with national disability organization partners.
- Participates, as needed, in the work of the Policy and Positions Committee of the Board of Directors.
- Performs other duties as assigned to advance organizational policy priorities and strategic objectives.
Bachelor's Degree, with experience in disability policy, public policy, or related field. Advanced degree preferred.
