About The PositionDexis Professional Services (Dexis) is seeking a Defense Trade Analyst (Level IV) for an opportunity within the Department of State Bureau of Political-Military Affairs, Office of the Directorate of Defense Trade Controls (PM-DDTC). The role involves defense-trade registration, compliance, licensing, policy, end-use monitoring, enforcement, and emerging technology tasks related to the Arms Export Control Act (AECA) and the International Traffic in Arms Regulations (ITAR).
This full-time position is located in the Washington, D.C. area and is required to be on-site full time, subject to change if requirements shift.
This position requires an active SECRET clearance with Top Secret/SCI eligibility at the request of the COR. The position is contingent upon contract award.
Responsibilities- As directed by the Office Director or Division Chief, perform preliminary review and assign cases for review by other team members.
- Review, analyze, and evaluate sensitive cases in several commodity categories (e.g., military electronics, arms and ammunition, aircraft, tanks, naval vessels, radar and missiles) to identify legal, policy, regulatory, and procedural considerations. Collect and analyze data from U.S. industry and precedent cases.
- Determine the necessity for, and refer significant cases to appropriate agencies (e.g., Department of Defense, NASA) and to relevant bureaus; for cases not requiring referral, decide to approve, return without action, or deny license applications or other requests.
- Host or attend meetings to discuss case merits with stakeholders in cases with significant national security and foreign policy considerations, based on current geopolitical factors.
- Serve as the Office of Defense Trade Controls Licensing Liaison Officer to interagency multi-lateral regime committees, providing licensing subject matter expertise.
- Coordinate and reconcile outside recommendations and make decisions to approve or deny license applications and related agreements; draft necessary clauses to be included in licenses and agreements.
- Determine, based on legislation or U.S. policy, whether a particular request requires Congressional notification and prepare the notification accordingly.
- Offer recommendations to the Office Director or Division Chief on cases that require verification to determine transaction validity or potential investigation for violation activity.
- Conduct discussions with U.S. industry on individual cases prior to submission and during the review process; provide guidance on export policy and ITAR regulations; may include presentations to industry, training courses, and seminars; determine whether items are on the U.S. Munitions List.
- Draft and coordinate emails, memoranda, congressional letters, and other communications related to responsibilities, including decision memoranda for the Secretary of State.
- Represent the Office and Directorate at Bureau and Departmental export control and non-proliferation groups and training/outreach activities.
- Represent, with minimal supervision, the Office and Department in meetings with the Department, interagency partners, foreign governments, and industry to provide expert advice and explain policies.
- Work closely with the Office of Defense Trade Controls Policy and U.S. Customs on the EXODUS program to determine seizure or release decisions and jurisdictional compliance.
- Maintain current knowledge of world events and technical developments relevant to the Office of Defense Trade Controls Licensing responsibilities.
- Operate independently in managing an assigned portfolio, including planning, organizing, and executing responsibilities, defining objectives, coordinating with other organizations, and advising senior officials.
- Analyze and evaluate arms export control policies and procedures in light of U.S. foreign policy objectives; draft proposed arms export policies and lead coordination through the ITAR and USML review process.
- Establish liaisons with other DDTC offices and with various U.S. government partners and industry to support foreign policy, technical, intelligence, and defense factors relevant to munitions controls.
- Assist in identifying, formulating, and executing licensing policy initiatives; perform data analysis to support policy making.
- Draft cables, decision/memoranda, briefing papers, and other documents to support licensing policy; ensure alignment with U.S. laws and regulations; submit materials for final approval by senior leadership.
