The Office of Exporter Services performs a number of activities implementing the export control and other functions of the Bureau of industry and Security (BIS). These activities include drafting and publishing changes to the Export Administration Regulations, the National Security Industrial Base Regulations, and the Chemical Weapons Convention Regulations, educating the public on the regulations, developing training materials and tools, and conducting compliance verification activities.

Duties
  • Oversees the drafting and publication of amendments to the Export Administration Regulations, the National Security Industrial Base Regulations, and the Chemical Weapons Convention Regulations.
  • Oversees the development of educational and training materials to further public knowledge of and compliance with the Export Administration Regulations. This includes working with BIS's Office of Chief Information Officer to coordinate publication of outreach materials and related activities on the BIS website.
  • Develops and oversees BIS's compliance activities involving review of companies' internal Export Compliance Programs, and reviews of license exceptions and special comprehensive license users.
  • Designs and implements an ongoing assessment of the effectiveness of BIS export controls in achieving their stated objectives.
  • Conducts quality assurance with the EA licensing offices to ensure that export license related tasks follow BIS policy and procedures.
  • Develops and implements an outreach strategy to proactively identify outreach targets in the technology supply chain and tailor outreach program and materials accordingly. The outreach program shall include in‑person, telephonic, electronic, webinar‑based counseling, seminars, print and web‑based publications, and in‑person and web‑based training and tools to disseminate and train the public, BIS staff, other U.S. government agencies, and select foreign audiences on U.S. dual‑use export control policies and procedures.

    Support export control capacity building objectives of the State Department‑led Export Control and Border Security Program (EXBS).
  • Works with BIS licensing offices to document policies and procedures for Export Administration's (EA) export control activities, including export license applications, license determinations, commodity classifications and advisory opinions.
  • Provides guidance to senior Bureau and Department officials, other U.S. government agencies, foreign governments, and the public, with respect to the Department's interpretation of export regulations.
