** The Associate Director, Federal Policy is a key member of the Public Policy & Government Affairs (PPGA) team, supporting the Head of Public Policy in advancing federal policy strategies that enable patient access to Biogen’s innovative therapies.
This role contributes to the development and execution of policy strategies focused on Medicare coverage, coding, reimbursement, and broader pharmaceutical policy issues impacting both inline and pipeline assets. The Associate Director will operate in close partnership with the Head of Public Policy and cross-functional colleagues to ensure alignment between policy priorities and enterprise objectives.
The ideal candidate brings deep knowledge of federal health policy, strong analytical capabilities, and a passion for improving outcomes for patients living with serious neurological and specialized diseases.
** What You’ll Do
** Strategic Policy Development & Execution
* Support the Head of Public Policy in communicating and shaping federal policy strategies aligned with Biogen’s enterprise and therapeutic area priorities.
* Contribute to the development of policy positions on Medicare (Parts B and
D), drug pricing, and other federal health policy issues affecting patient access and innovation.
* Assess legislative, regulatory, and sub-regulatory proposals and provide strategic recommendations regarding potential impact to Biogen’s U.S. business.
Policy Analysis & Thought Partnership
* Serve as a key thought partner to the Public Policy team by analyzing emerging trends and identifying risks and opportunities across the federal policy landscape.
* Draft and contribute to regulatory comment letters, policy briefs, issue analyses, executive summaries, and other advocacy materials.
* Support internal strategy discussions by translating complex policy developments into clear business implications.
Cross-Functional Collaboration
* Support partnership and alignment with cross functional partners to ensure coordinated and compliant execution of policy strategies.
* Serve as a subject matter resource to internal stakeholders on assigned federal policy issues.
* Help align above-brand policy initiatives with asset-specific needs across the product lifecycle.
External Engagement & Representation
* Under the direction of the Head of Public Policy, support engagement with federal agencies (e.g., CMS, HHS), congressional staff, and relevant policy stakeholders.
* Represent Biogen in trade association work groups and coalitions, ensuring alignment with enterprise positions.
* Support preparation of leadership for external meetings and policy engagements.
Project & Consultant Management
* Manage consultants and research initiatives to support advocacy objectives.
* Ensure timely execution of policy deliverables and coordination across multiple work streams.

** Required Qualifications
*** Bachelor’s degree required.
* 7+ years of experience in federal health policy, Medicare policy, or biopharmaceutical public policy within government, industry, consulting, or a trade association.
* Demonstrated knowledge of Medicare coverage, coding, reimbursement, and/or drug pricing policy.
* Experience analyzing and responding to federal legislative and regulatory proposals.
* Strong written and verbal communication skills, including experience preparing executive-level materials.
* Proven ability to manage multiple priorities in a dynamic, matrixed organization.
* Willingness to travel as needed.
** Preferred Qualifications
*** Advanced degree (e.g., MPH, MPP, JD, MBA).
