The Affordable Housing Tax Credit Coalition (AHTCC) is seeking a Policy Manager to support our legislative and regulatory advocacy in support of our mission to advocate for the Low-Income Housing Tax Credit (Housing Credit).

The ideal candidate for this position will have experience in affordable housing policy and congressional and government relations, with a passion for affordable housing. The ideal candidate will also be highly organized, proactive, have excellent verbal and written communication skills, and be comfortable working in a collaborative and fast-paced environment.

The AHTCC maintains a strong commitment to bipartisanship and is looking for a candidate who shares this commitment and can work across the aisle.

This position is full-time, with benefits. The AHTCC maintains a flexible, hybrid work schedule. The Policy Manager will be expected to report to the AHTCC office one to two days per week, in addition to regularly attending in‑person meetings in Washington, DC, and traveling to conferences and events.

The Policy Manager will report to the CEO and work closely with the AHTCC team, including the external government affairs firms.

About the AHTCC

The AHTCC is a trade organization of housing professionals who advocate for the Housing Credit–the nation’s primary tool to finance affordable rental housing – and has been at the forefront of efforts to protect and strengthen the program since the AHTCC’s founding in 1988. In 2025, the AHTCC was instrumental in advancing a historic expansion of the Housing Credit, estimated to finance more than 1.2 million more affordable homes over the next decade than otherwise possible.

As we enter a new chapter, we are focusing on legislative and regulatory advocacy to further expand and strengthen the Housing Credit, working with Congress and the Administration. and accounting professionals, state and public agencies, and coalitions—have supported the provision of more than half of the over 4 million affordable homes financed by the Housing Credit across the country.

Responsibilities will include:
  • Building and maintaining relationships with key policymakers and stakeholders, including congressional staff.
  • Participating in regular congressional meetings and outreach on behalf of the AHTCC’s priorities and arranging congressional meetings for AHTCC members.
  • Providing updates to AHTCC members on legislative and regulatory developments, including drafting content for AHTCC newsletters, alerts, and other AHTCC member communications.
  • Monitoring and summarizing congressional hearings and other events, and analyzing legislation and regulations, to share pertinent information with members.
  • Attending affordable housing industry events on behalf of the AHTCC and articulating AHTCC priorities and relevant updates.
  • Developing advocacy materials to support the AHTCC’s advocacy efforts.
  • Responding to requests from AHTCC membership on policy issues.
  • Drafting comment letters to Congress and the Administration on AHTCC priorities.
  • Engaging with AHTCC members to understand policy concerns and develop policy positions on issues impacting the Housing Credit.
  • Helping to plan and support AHTCC events, including three in‑person conferences per year and webinars, which include participation by elected officials and policymakers.
  • Supporting AHTCC Board Meetings and committee meetings, including preparing content and drafting summaries of discussions.
Requirements:
  • Completion of a bachelor’s degree required; advanced degree preferred.
  • 3 – 5 years of experience working in affordable housing policy, tax policy, or related fields required, though the AHTCC will consider more experienced candidates and may adjust the role accordingly.
  • Excellent verbal and written communication skills, interpersonal skills, and professionalism.
  • An ability to represent the AHTCC and its priorities at internal and external events.
  • Residence in the Washington, DC, area, with the ability to work remotely as well as to attend in‑person meetings and events.
  • Proactive, collaborative, detail‑oriented, and organized.
  • Proficient computer skills, including Microsoft Office suite (Excel, Word, and PowerPoint).
  • Commitment to the mission of supporting the Low‑Income Housing Tax Credit.
