BASIC FUNCTION:

1. Manages GII engagement on public policy, legislative and regulatory issues pertaining to extended producer responsibility recycling models (particularly for textiles) and other environmental impact areas.

2. Working in collaboration with GII team members and local Goodwill organizations, serve as the primary liaison to legislative and regulatory bodies, build coalitions, and ensure that GII's voice is represented in policy debates on the issues above.

ESSENTIAL DUTIES:

A. Represents Goodwill with Congress, the Administration, coalitions and organizations to advance GII's positions on issues pertaining to extended producer responsibility recycling models (particularly for textiles) and other environmental impact areas.

B. Manages the development and implementation of strategies to increase Goodwill's visibility among

policymakers and stakeholders and build relationships with the same.

C. Monitors federal and state legislative and regulatory developments.

D. Supports development and implementation of social media and digital advocacy strategies.

E. Manages advocacy engagement for a designated portfolio of issues in GII's policy agenda.

F. Contributes to the development of Goodwill's public policy agenda.

G. Works with GII team to identify and address the policy interests and needs of local Goodwill organizations.

H. Manages GII efforts to draft legislative analysis and concepts, position statements, white papers, testimony, reports, articles, fact sheets, issue briefs and other resources.

I. Analyzes policy, legislative and regulatory developments, and communicates relevant information to GII team members and Goodwill member organizations.

J. Engages and supports local Goodwill leaders through vehicles such as blogs, webinars, articles, podcasts, presentations and other means.

K. Collaborates in planning and implementing Goodwill learning events and other sessions.

L. Organize advocacy campaigns, including grassroots engagement and coalition-building.

M. Develop resources and training materials to strengthen advocacy capacity.

N. Manages relationships with stakeholder coalitions and, as needed, outside consultants.

RELATIONSHIPS:

Internal: Work closely with GII team members to receive and share information and input. Work closely with other departments to ensure consistent messaging on policy priorities, inform positions, and translate data into compelling advocacy materials.

Goodwill Members: Work closely with local Goodwill organization representatives to receive and share information and input. Provide regular updates to members on policy developments.

External: Engage with coalitions and other organizations to build relationships and advance Goodwill's public policy agenda. Educate and mobilize nonprofit leaders, members, and partners on key policy issues. Government Officials:
Represent GII with elected and appointment government officials. Consistently engage with Hill staff to build relationships and advance Goodwill priorities.

ESSENTIAL SKILLS NEEDED:

A. Knowledge of state and federal legislative and regulatory processes.

B. Excellent written, electronic and oral communication skills.

C. Ability to work effectively both independently and as part of a team.

D. Ability to work collaboratively with GII team members, representatives of Goodwill member organizations and representatives of outside organizations.

E. Ability to initiate, develop and implement legislative and grassroots mobilization strategies, including using social and other digital media.

F. Ability to manage multiple priorities and projects while delivering on-time with high quality.

EDUCATION: Bachelor's degree in related field.

EXPERIENCE:

1. At least five years experience in environmental policy analysis (ideally in textile circularity) and advocacy at state, regional or federal level.

2. Project management and ability to meet deadlines with quality work.

3. Established internal and external consensus with effective written and oral communication.
