Position: Construction Control Representative (Maintenance)

Job Summary

This job is located in the District Department of Transportation, Public Space Inspections and Enforcement Division. The incumbent serves as a front-line presence for protecting the public rights-of-way (ROW) and/or public space for the District of Columbia ensuring safety and compliance with permit conditions and DC Municipal Regulations.

Duties And Responsibilities

The incumbent provides the District of Columbia (DC) public right-of-way (ROW) space protection and public safety through enforcement of public space permit conditions and ticket violators of DC Municipal Regulations. Identifies and resolves all deficiencies in the public realm and ensures that responsible parties resolve related problems. Coordinates required actions with other DC and Federal government agencies, private interest groups, and individuals.

Monitor changes in public ROW/space policies, regulations, and laws and conforms accordingly.

Conducts on-site inspections of construction and maintenance work, and audits and surveys of contractors to ensure their compliance with permit requirements, DC policies, regulations, procedures, and laws, and to resolve associated problems. Serves a technical authority to terminate construction and maintenance work based upon non-compliance or violations of any DC or Federal policy, regulation, or procedure of law. Prepares technical reports and memoranda of meetings during on-site inspections, investigations, surveys, or audits, and/or conducts oral briefings for the supervisor, Associate Director, and Director concerning the status of activities in a defined area or on special projects as assigned.

Experience:

Specialized experience is the experience that is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Licenses and Certifications

Certification by the National Institute of Certification in Engineering Technologies, or other certification from regional technician certification bodies is highly desirable.

Successful completion of various certification courses in the following fields:
Construction, Engineering Technician, Traffic Control Technician, Traffic Control Supervisor, Concrete Field Technician, Asphalt pavement technician, and OSHA 10/30 are preferred.

The incumbent must possess and maintain a valid Motor Vehicle Operator’s Permit to operate passenger cars, pick-up trucks, or vans to conduct field investigations.

Working Conditions/Environment

Work involves moderate risks or discomfort that require special safety precautions (e.g., working around construction vehicles/equipment and exposure to extreme weather conditions).

Tour of Duty: 8:00 AM – 4:30 PM – Tuesday through Saturday

Collective Bargaining Unit (Union): This position is in the collective bargaining unit (union) represented by AFGE Local 1975 and you may be required to pay union dues through direct payroll deduction.

Position Designation(s): This position is designated as a security-sensitive position. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations. Accordingly, applicants must successfully pass Pre-employment and Biennial Criminal Background, Traffic Records Checks, and Drug and Alcohol Testing. This position has been designated as an essential employee position under the provisions of the District Personnel Manual, Chapter 12.

As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operations, food distribution, and communication. These duties may be performed when the government is closed or when most employees are dismissed early.
