Halvik is seeking an experienced Contract Specialist to support the Department of Homeland Security (DHS). The selected candidate will manage the full procurement lifecycle (“cradle-to-grave”), ensuring acquisitions comply with federal regulations, agency policies, and mission requirements. This role requires strong analytical skills, attention to detail, and expertise in federal acquisition processes.

The Contract Specialist will collaborate with program stakeholders, prepare and process acquisition documentation, analyze contractor proposals, and provide strategic guidance on contract planning and execution.

Required Qualifications:
  • Minimum of 24 accredited college semester hours in business-related disciplines (e.g., accounting, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organizational management).
  • At least five (5) years of documented cradle-to-grave contracting experience supporting a Federal Government agency.
  • Demonstrated knowledge of FAR and agency-specific procurement regulations.
  • Experience utilizing FAR Parts 8, 12, 13, 15, and 16.
  • Experience preparing and processing acquisition documents independently through required review and approval processes.
  • Experience working with federal-wide or multi-agency contract vehicles (e.g., Federal Supply Schedules, DHS Strategic Sourcing Vehicles).
  • Proficiency with government contract-writing systems (PRISM preferred).
  • Experience with government databases such as FPDS and SAM.gov.
  • Strong analytical skills, including cost analysis and proposal evaluation.
  • Ability to manage sensitive or secure information.
  • Advanced proficiency in Microsoft Office Suite (Outlook, Word, Excel, PowerPoint, SharePoint).
  • Excellent written, verbal, organizational, and communication skills.
