BPC has six policy programs covering economics, energy, governance, health care, housing, and human capital. BPC combines politically informed policy development with strong, proactive advocacy and outreach. As the only Washington, D.C.
-based organization that actively promotes bipartisanship, BPC works to address the key challenges facing the nation.
BPC's Health Policy Program is a team of approximately 12 policy professionals loosely organized into subject matter groups. The team's mission is building a more cost-effective, evidence-based health care system that strengthens Medicare and Medicaid, advances value-based care, eliminates inefficiencies, and leverages innovation and technology.
BPC is committed to seeing its policy solutions enacted by lawmakers. Through BPC Action, its 501(c)(4) affiliate, BPC engages in advocacy and strategic outreach and education to bolster the legislative center and support efforts that bring Republicans and Democrats together on the difficult issues facing the country.

The Vice President (VP) for Health Policy is a senior leadership role responsible for setting and executing the health policy agenda of the Bipartisan Policy Center (BPC) under the strategic guidance of the Executive Vice President for Economic & Health Policy. The VP leads a multidisciplinary team of policy researchers, and fellows to produce rigorous, actionable research and thought leadership that shapes national and state-level health care debates.
This individual serves as a public-facing authority, representing the organization with policymakers, media, funders, and partner institutions. The VP ensures that the Health Policy Program advances BPC's mission, maintains methodological excellence, and achieves measurable policy impact.
Responsibilities
Strategic Leadership
- Develop and lead a multi-year strategic plan for the Health Policy Program aligned with organizational priorities
- Identify emerging health policy trends, legislative and administrative opportunities, and research gaps
- Advise executive leadership on health-related policy positioning and institutional strategy
- Team Management
- Recruit, mentor, and retain a high-performing team of policy professionals
- Foster a collaborative, inclusive, and intellectually rigorous team culture
- Establish performance goals and oversee professional development
- Oversee the research, writing, publication, and promotion of high-quality, peer-reviewable policy research, including reports, issue briefs, articles, comment letters, and legislative analyses
- Ensure analytical rigor, methodological integrity, and clarity in all published work
- Guide the development of evidence-based policy recommendations across the Health Policy Program's organizing pillars of Affordability and Innovation including on key topics such as:
- Medicare and Medicaid policy
- Value-based care and payment reform
- Rural Health
- Long-term care
- Health insurance markets
- Pharmaceutical policy
- Biomedical research & development
- Health technology, artificial intelligence, and medical practice innovation
- Behavioral health
- Public health
