Job Summary

This position is located in the Capacity Building, Housing & Community Partnerships (CBHCP) Division of the HIV/AIDS, Hepatitis, STD, and TB Administration (HAHSTA). The incumbent serves as the Program Manager for the Intervention Services Program (ISP) and provides leadership across multiple direct service initiatives. The Program Manager reports directly to the Deputy Chief of CBHCP and collaborates closely with the Deputy on the planning, execution, and evaluation of all direct service interventions in the Division.

Duties & Responsibilities

Overseeing the Intervention Services Program (ISP), which deploys a multidisciplinary team (Community Health Workers, Social Worker, Registered Nurse) to community-based and clinical sites to support linkage, retention, and viral suppression. Serving as the Early Identification of Individuals with HIV/AIDS (EIIHA) Coordinator, ensuring strategies to increase testing, diagnosis, and linkage to care are fully implemented and aligned with local and federal requirements.

Supervising the IMPACT Program and other direct service teams, ensuring integration and alignment across programs. Providing day-to-day leadership for staff embedded in clinical and community settings, with an emphasis on strengthening coordination between direct service interventions.

Qualifications And Education

Specialized

Experience:

At least one (1) year of specialized experience equivalent to the CS-12 level, including program management, staff supervision, quality improvement, and partnership development in public health or healthcare settings

Licensure: Must posses a valid Driver's license

Working Conditions / Environment

The incumbent must be able to carry out official duties in a variety of settings and conditions. Routine work will occur primarily in an office setting.

Tour of Duty: Monday - Friday 8:15am - 4:45pm

Area of Consideration: Open to the Public

MSS At-Will

This is a Management Supervisory Service (MSS) appointment. Persons appointed to MSS positions do not acquire permanent status but serve at the pleasure of appointing personnel authority and may be terminated at any time.

Collective Bargaining Unit (Union)

This position is not in a collective bargaining unit.

Position Designation

This position has been designated as Security Sensitive. Pursuant to section 410 of Chapter 4 of the D.C. Personnel Regulations; in addition to the general suitability screening, individuals applying for or occupying security sensitive positions are subject to the following checks and tests:

  • Criminal background check.
  • Traffic record check (as applicable).
  • Consumer credit check (as applicable).
  • Reasonable suspicion drug and alcohol test; and
  • Post-accident or incident drug and alcohol test.
Residency Requirement: (if applicable)

If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency in the District of Columbia throughout the duration of the appointment.
