Job Summary

These positions are located in the Department of Health, Health Systems and Preparedness Administration (HSPA), Health Care Facilities Division (HCFD) and Intermediate Care Facilities Division (ICFD). The HCFD has responsibility for conducting inspections and investigations of hospitals, nursing homes, home health agencies, ambulatory surgical centers, outpatient clinics, prospective payment psychiatric/rehabilitation facilities, end‑stage renal centers, hospice, maternity centers, and other health care facilities as assigned.

The ICFD has the responsibility for conducting inspections and investigations of group homes for persons with intellectual, developmental and physical disabilities, home care agencies, home support agencies, community residence facilities, child placing agencies, nurse staffing agencies, and assisted living residences. Both divisions certify compliance with federal regulations with conditions of participation in the Medicare and Medicaid programs under Title XIX of the Social Security Act and assure compliance with district licensure and other health and safety laws and regulations.

In addition, the ICFD conducts annual and monitoring surveys and complaint/incident investigations to ensure compliance with local licensure requirements.

The incumbent works under the direct supervision of the respective Program Manager for the applicable division, who sets priorities and deadlines for specific assignments. Incumbent is responsible for planning and carrying out work assignments independently. The supervisor is available for consultation on the more complex technical problems encountered. Results of the work are reviewed for overall effectiveness in meeting results. Integral to this role is a strong commitment to diversity, equity, and inclusion, and independent critical thinking skills.

Duties And Responsibilities

The incumbent supervises daily interdisciplinary teams and other health‑related facilities/agencies that conduct inspections to determine compliance with district and/or federal laws and related regulations. In this capacity, the supervisory nurse may conduct onsite monitoring of the survey teams and/or individuals while inspections are in process. The incumbent assists in developing staff work schedules, monitors survey activities, reviews and edits the work product for completeness and accuracy, and assists surveyors in difficult decision‑making regarding survey related activities.

The incumbent also ensures that civil infractions are prepared as required, reviews and edits reports and related official documents regarding health care facilities and agencies licensed and/or certified, monitors and tracks survey activities to ensure that fiscal year performance standards are met, and composes and submits reports to the Program Manager as directed.

The incumbent provides technical assistance to professional and administrative health services staff for the planning, organization and operation of health care facilities and agencies consistent with program objectives and federal and district requirements.
