The Human Resources Staffing Specialist II provides advanced technical and administrative support in the processing, tracking, and management of personnel actions across the employee lifecycle. This role serves as a senior‑level resource in the preparation and review of Personnel Action Reports (PARs), ensuring accuracy, compliance, and timely execution of staffing activities. The Specialist supports workforce operations including talent acquisition coordination, onboarding, training support, and documentation management while maintaining high standards of customer service and process integrity.

Responsibilities
  • Prepare, review, validate, and process Personnel Action Reports (PARs) and related documentation for a wide range of workforce actions, including hiring, onboarding, position changes, compensation adjustments, separations, and other employee lifecycle events.
  • Serve as a subject matter resource on personnel action coding, documentation standards, and procedural compliance.
  • Monitor and track the status of personnel actions to ensure timely and accurate processing.
  • Provide support to talent acquisition activities by coordinating hiring documentation, reviewing staffing records, and assisting with workforce planning documentation.
  • Support onboarding efforts, including coordination of required documentation, tracking compliance milestones, and facilitating workforce integration activities.
  • Document, maintain, and enhance standard operating procedures related to personnel action processing and staffing support functions.
  • Assist with the development and delivery of workforce presentations, training materials, and program support documentation.
  • Respond to complex employee and management inquiries related to personnel actions, documentation requirements, and process timelines.
  • Support reporting, data validation, and audit‑readiness activities related to workforce operations.
  • Identify process improvement opportunities to enhance efficiency, accuracy, and customer responsiveness.
  • Support special initiatives and cross‑functional projects related to workforce management.
Qualifications
  • Minimum of seven (7) years of experience processing personnel actions, including personnel action coding, validation, and documentation.
  • Demonstrated experience preparing, reviewing, and troubleshooting Personnel Action Reports (PARs) or equivalent workforce documentation.
  • Experience documenting and refining processes and procedures to support operational consistency and compliance.
  • Experience working in a fast‑paced, customer‑service‑oriented environment supporting diverse stakeholders.
  • Strong attention to detail and ability to independently manage multiple priorities.
  • Proficiency in standard office productivity tools (e.g., Microsoft Office Suite).
  • Strong written and verbal communication skills.
  • Ability to handle sensitive and confidential information with discretion.
Education
  • High School Diploma or equivalent required.
  • Additional coursework, certifications, or formal training in Human Resources, Business Administration, or a related discipline is preferred but not required.
