OverviewWe are seeking a highly skilled Human Resources Specialist to lead and support all HR functions in a fast‑paced small business environment. The ideal candidate has hands‑on experience managing international employment contracts, full‑cycle recruitment, government contracting compliance, and employee relations. This role requires someone who is both strategic and willing to roll up their sleeves to help wherever needed. This position is full‑time and in‑office at our Reston, VA location whenever not traveling for project assignments

- Draft, review, and manage international employment agreements and contractor contracts.
- Ensure compliance with global labor laws and cross‑border HR practices.
- Coordinate with international legal advisors or agencies as needed.
- Lead full‑cycle recruiting, including job postings, sourcing, screening, interviewing, and selection.
- Build and maintain strong candidate pipelines in domestic and international markets.
- Partner with leadership to identify staffing needs and forecast future talent requirements.
- Ensure HR policies and procedures align with federal and state government contracting requirements.
- Manage labor categories, wage determinations, onboarding documentation, and reporting.
- Maintain personnel files required for audits or contract reviews.
- Serve as a trusted advisor on HR matters, conflict resolution, and performance concerns.
- Promote a positive, inclusive workplace culture aligned with company values.
- Support employee development, performance reviews, and disciplinary actions.
- Oversee onboarding, offboarding, employee records, and HR compliance programs.
- Maintain HR policies, handbooks, and procedures.
- Manage benefits administration, leave programs, payroll coordination, and HR systems.
- Assist across departments when needed in a roll‑up‑your‑sleeves environment.
- Support business operations, process improvement, and cross‑functional projects.
- Identify opportunities to streamline HR workflows and improve efficiency.
- Bachelor’s degree in HR, Business Administration, or related field (Master’s or HR certification preferred).
- 5+ years of HR experience, preferably in a small business or government contracting environment.
- Knowledge of international HR practices and contract management.
- Understanding of government contracting requirements (FAR/DFARS, EEO, OFCCP).
- Strong recruiting experience across multiple disciplines and geographies.
- Exceptional communication, interpersonal, and problem‑solving skills.
- Ability to work independently and adapt in a dynamic environment.
- SHRM-CP, SHRM-SCP, or PHR certification.
- Experience with HRIS platforms.
- Experience supporting remote or globally distributed teams.
- Strong organizational and documentation skills.
