The Red Gate Group is seeking an experienced Program Analyst to support the Defense Intelligence Agency (DIA) Chief Information Officer.

In this role you will serve as a Program Analyst supporting the Application Services Team (CIO-5D) within the Defense Intelligence Agency's Integrated Planning and Audit Division. This position provides analytical support for enterprise application portfolio management, application rationalization, and IT modernization initiatives across the DIA CIO environment. Responsibilities:
* Maintain and update the Book of Applications (BoA) / Application Portfolio Management repository
* Track application lifecycle status, ownership, and dependencies across the enterprise
* Analyze application data to identify redundancies, gaps, and rationalization opportunities
* Perform qualitative and quantitative analysis of application performance metrics and key performance indicators
* Create, validate, and maintain reports and dashboards for AST leadership
* Use data and process analytic techniques to identify dependencies between IT systems and capabilities
* Support application rationalization initiatives to reduce redundant capabilities
* Analyze enterprise applications for alignment with DIA strategic goals and IC ITE requirements
* Provide recommendations for application consolidation, migration, or retirement
* Coordinate with CIO divisions (CIO-3, CIO-5B, etc.) on application-related matters
* Support cross-functional collaboration on enterprise IT planning initiatives
* Engage with application owners and stakeholders to gather requirements and validate data

Qualifications:

• Active TS/SCI (CI Poly Preferred)
• 8 years of experience related to the specific labor category with at least a portion of the experience within the last 2 years
• Master's degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education; or have Bachelor's degree related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education and an additional 5 years ofrelated senior experience, for a total of 13 years, as a substitute to the Master's degree Travel Requirements:
* Travel will be required within Washington National Capital Region (NCR) on an as-needed basis for customer or corporate requirements. Level of Responsibility:
