We are seeking an experienced Senior Solutions Architect to serve as the technical authority and architectural decision-maker on a large-scale IT program at the U.S. Department of Labor. This program delivers and operates identity verification services used by states nationwide and supports a claimant-facing UI portal, APIs, and supporting infrastructure. This role is responsible for designing, integrating, and governing secure, scalable, and compliant IT solutions that support identity verification, fraud detection, and multi-state onboarding.
The Architect will work closely with DOL program leadership, federal product owners, state workforce agencies, security stakeholders, and delivery teams to ensure solutions align with federal standards, program objectives, and operational realities.
This is a senior, hands-on architecture role requiring deep experience in federal systems, identity and access management, fraud prevention technologies, and large-scale system integration.
Key Responsibilities- Technical Architecture & Design:
Owns and governs the end-to-end solution architecture across claimant portals, APIs, integrations, data flows, and infrastructure. - Define logical, physical, and security architectures that support high availability, scalability, and performance across federal and state partners.
- Develop and maintain architecture artifacts (e.g., system diagrams, interface control documents, data flows, and security models) in alignment with DOL enterprise architecture standards.
- Evaluate and recommend COTS, SaaS, and government-furnished solutions to support identity proofing, fraud detection, and case management capabilities.
- Establishes and enforces architecture standards, patterns, and guardrails for all development and onboarding activities.
- Defines repeatable, scalable onboarding architectures enabling parallel onboarding of multiple entities.
- Leads architecture reviews for new client integrations and complex changes.
- Anticipates architectural risks related to growth, performance, and fraud threat vectors.
- Approves architectural designs and technical approaches proposed by delivery teams.
- Accountable for ensuring architectural compliance with FISMA, FedRAMP, NIST 800-53, Zero Trust, and DOL CIO policies.
- Partners with security leadership to embed identity assurance, fraud prevention, auditability, and resilience into the platform.
- Proactively identifies and mitigates architectural and technical risks.
- Act as a trusted technical advisor to DOL leadership, CORs, product owners, and program managers.
- Translate complex technical concepts into clear, actionable information for non-technical federal stakeholders.
- Participate in technical reviews, program briefings, and executive-level discussions as required.
- Bachelor's degree in Computer Science, Information Systems, Engineering, or a related field (Master's degree preferred).
- 10+ years of experience in solution architecture, systems engineering, or enterprise architecture roles.
- 5+ years supporting federal IT programs
, preferably within civilian agencies. - Demonstrated experience designing and integrating identity verification, fraud prevention, or eligibility determination systems
. - Strong knowledge of:
- Cloud architectures (AWS, Azure, or GCP) in FedRAMP-authorized environments
- API-based system integration and data exchange
- Identity and Access Management (IAM), SSO, and identity proofing concepts
- Secure data architectures handling PII and sensitive data
- Experience working within Agile and hybrid Agile/Federal delivery models.
- Ability to obtain and maintain a federal Public Trust clearance.
- Prior experience supporting Unemployment Insurance, benefits administration, or workforce systems.
- Familiarity with DOL enterprise systems and shared services.
- Experience onboarding external partners (e.g., states, vendors) onto federal platforms.
- Knowledge of fraud analytics, rules engines, or risk scoring platforms.
- Architecture certifications (e.g., AWS Certified Solutions Architect, TOGAF, or equivalent).
