An Oracle E-Business Suite (EBS) Federal G-Invoicing Technical Developer is responsible for designing, building, and supporting the technical integrations and EBS extensions required to connect an agency’s Oracle EBS environment to the U.S. Treasury Bureau of the Fiscal Service G-Invoicing platform for intragovernmental transactions (IGT).
The role translates Treasury and agency requirements into technical designs and delivers outbound/inbound interface processing across the full G-Invoicing lifecycle—General Terms & Conditions (GT&C), Orders, Performance/Receiving, and Invoices—including message generation, transformations, data mapping, validations, acknowledgements, error handling, and reconciliation back to EBS financials (e.g., Accounts Receivable/Accounts Payable, Subledger Accounting, and General Ledger impacts as applicable). Typical responsibilities include developing and troubleshooting PL/SQL, EBS interfaces/APIs, concurrent programs, BI Publisher/XML artifacts as needed, and middleware/integration components (e.g., Oracle SOA Suite/Oracle Integration patterns, web services, file-based exchanges) to meet G-Invoicing interface specifications;
implementing monitoring and audit-ready logging; supporting test cycles and cutovers; and resolving production defects while adhering to federal security and compliance expectations (e.g., controls, traceability, and ATO/FISMA-aligned practices). Success in this role requires strong knowledge of Oracle EBS data model and integrations, a disciplined approach to data quality and exception management, and the ability to collaborate with functional finance stakeholders, integration teams, and external partners to ensure timely, compliant IGT processing through G-Invoicing
