Senior Information Technology Project Manager

Blue Star Pros is a Washington, DC–based Certified Business Enterprise (CBE) delivering IT execution, cybersecurity governance, enterprise risk management, and technology modernization services to government agencies across DC, Maryland, and Virginia in addition to agencies such as the Metropolitan Washington Airport Authority (MWAA). We also support commercial clients nationwide with tailored, risk-informed solutions aligned to their operational needs.

Blue Star Pros seeks a Senior IT Project Manager to support enterprise technology initiatives within District agencies and regional authorities, including infrastructure modernization, cybersecurity remediation, system implementation, and mission-critical technology programs.

This is a project-based 1099 independent contractor engagement.

• Lead full lifecycle IT project delivery in regulated or mission-critical environments
• Coordinate stakeholders across agency leadership, engineering teams, and vendors
• Support operational continuity planning during technology transitions
• Drive risk mitigation and remediation efforts
• Deliver executive-level reporting and governance documentation
• Ensure alignment with agency and authority IT standards
• Update leaders on project progress and key metrics/progress

• PMP certification preferred
• 8+ years IT project management experience
• Experience supporting government, public infrastructure, transportation, or critical systems environments
• Strong governance, risk management, and stakeholder coordination skills
• Ability to operate independently under a 1099 agreement
• Hourly project-based compensation
• Hybrid or on-site presence as required
• Must operate under own legal business entity
