Position: Senior Data Scientist / Operations Research and Systems Analyst (ORSA)
Location: National Capital Region (Washington, DC area)
Work Environment: On-site, with approximately 10% travel
Clearance Required: Active Secret security clearance; US citizenship required
Salary Range: $128,000 - $160,000 annually
The Senior Data Scientist / ORSA applies data science and operations research methods to help the Department of Defense (DoD) anticipate and prevent disruptions in the pharmaceutical and critical medical materiel supply chain — work that directly supports warfighter survivability and medical readiness. This position mines commercial, federal, and open data sources to characterize and visualize supply chain risk, builds predictive models and analytical dashboards, and delivers data-driven recommendations to government decision-makers.
This position handles Controlled Unclassified Information (CUI).
The Job Duties and Responsibilities include but are not limited to the following:
- Mine and fuse large multi-source datasets (commercial, federal, open source) to characterize pharmaceutical and medical materiel supply chains, including sources, relationships, and dependencies
- Develop technical profiles of key products and suppliers that identify risks to product availability and readiness and help the government rapidly identify vendors and partnership opportunities
- Build and maintain predictive models and vulnerability algorithms that integrate geopolitical, financial, regulatory, and environmental risk vectors
- Formulate data-driven risk-scoring methodologies for key suppliers and manufacturers
- Design, build, and maintain advanced analytical dashboards that make supply chain risk visible and actionable for program leadership
- Apply ORSA and data science methodologies to forecast pharmaceutical shortages and supply chain failures before they occur
- Execute stochastic simulations and stress-test logistics networks against disruption scenarios (e.g., raw material embargoes, transportation failures) to generate proactive mitigation courses of action
- Support studies, modeling and simulation scenarios, tabletop exercises, and surveys using a range of quantitative and qualitative research methods
Required Qualifications:
- Master's degree in operations research, data science, statistics, applied mathematics, industrial engineering, or a related quantitative field (Bachelor's degree with four (4) additional years of experience may substitute)
- Minimum of seven (7) years of professional experience in data science, operations research, or advanced analytics, including experience supporting DoD or federal programs
- Proficiency in Python and/or R, SQL, and data visualization/dashboard tools (e.g., Power BI, Tableau, Qlik)
- Demonstrated experience with predictive modeling, risk scoring, stochastic simulation, and network/optimization analysis
- Experience mining and fusing large multi-source datasets (commercial, federal, open source)
- Excellent written and verbal communication skills, including the ability to brief complex findings to senior government stakeholders
- US citizenship and an active Secret security clearance
Preferred Qualifications:
- Military or DoD ORSA experience or INFORMS Certified Analytics Professional (CAP) certification
- Familiarity with pharmaceutical supply chain data (e.g., drug shortage, serialization, and trade/customs data)
- Experience with supply chain illumination platforms and geospatial analysis
- Experience designing and facilitating tabletop exercises and wargames
