Software Engineering IV – Sr. Windows Server Tower Lead (Solution Engineer)
The Sr. Windows Server Tower Lead (Solution Engineer) provides leadership and oversight for a team of 30+ Windows engineers responsible for operations, maintenance, and engineering support for the Department of Transportation's Common Operating Environment. This role serves as the technical lead and escalation point for Windows infrastructure services, drives service delivery excellence, manages enterprise Windows operations, and provides strategic engineering guidance for on-premises and cloud-based infrastructure solutions.
Key responsibilities include:
- Leading and managing a team of 30+ Windows engineers supporting enterprise infrastructure operations and maintenance.
- Providing Windows engineering leadership and technical guidance to government stakeholders and internal teams.
- Serving as the escalation point for complex production, application, and system issues.
- Overseeing provisioning, patching, vulnerability remediation, and day-to-day management of enterprise server environments.
- Leading service restoration activities and supporting outage response efforts.
- Managing Service Now ticket queues including incidents, requests, and change requests.
- Establishing ticketing standards, performing quality assurance reviews, and training staff on documentation requirements.
- Facilitating and leading daily change management meetings using Service Now dashboards.
- Performing root cause analysis, problem management, risk identification, and mitigation activities.
- Developing and maintaining technical documentation, procedures, and operational runbooks.
- Supporting engineering initiatives, new enterprise solutions, and infrastructure modernization efforts.
- Providing presentations, reports, and deliverables to DOT and SAIC leadership.
- Supporting recurring and ad hoc program reporting activities including PMRs and BPRs.
- Collaborating with infrastructure, vendor, and application teams on cross-functional solutions.
Required technical skills include:
- Demonstrated experience managing multi-discipline server and system operations teams.
- Experience leading teams of 30+ personnel performing enterprise engineering, operations, and maintenance support.
- Expert-level experience in service delivery management and solution engineering.
- Extensive knowledge of multi-vendor server operating systems.
- Enterprise Windows Server administration and engineering expertise.
- Experience supporting:
Windows Servers, Active Directory, Remote Desktop Services, Windows vulnerability remediation, Windows server and workstation patching. - Experience managing hypervisor platforms including VMware and Hyper-V.
- Experience provisioning and managing servers across on-premises environments, AWS Gov Cloud, AWS, Microsoft Azure, Oracle Cloud Infrastructure (OCI), and Google Cloud Platform (GCP).
- Experience designing and deploying High Availability (HA) and Disaster Recovery (DR) solutions.
- Experience supporting cloud migration and field site reduction initiatives.
- Experience supporting and managing Keyfactor/CA, Microsoft Entra, Kite Works, Beyond Trust, Quest Password Manager, Delinea Privilege Manager, and Varonis.
- Experience with Service Now ITSM environments.
- Experience conducting root cause analysis and problem management activities.
- Experience operating within fast-paced ITSM support environments.
- Strong troubleshooting and multi-team coordination capabilities.
Preferred/nice-to-have skills include:
- Enterprise Architect experience in medium to large government environments.
- Experience leading on-premises to cloud migrations involving Azure, AWS, Oracle Cloud Infrastructure (OCI), and Google Cloud Platform (GCP).
- Project Management Professional (PMP) certification.
- Agile certifications including Certified Scrum Master (CSM), SAFe, PMI-ACP, and PSM I.
- ITIL certification and ITSM experience.
- AWS, Azure, Google Cloud, or Enterprise Architect certifications.
Qualifications and experience include:
- Bachelor's degree or equivalent experience in lieu of degree.
- Demonstrated experience leading enterprise server operations teams supporting government or similarly complex environments.
- Project Manager, Project Lead, or Program Manager experience leading teams of comparable size and scope strongly preferred.
- Ability to collaborate across infrastructure teams, vendors, and stakeholders to develop enterprise solutions.
- Strong interpersonal, leadership, and communication skills.
- Ability to obtain and maintain a Public Trust clearance.
- Candidate must be a U.S. Citizen or Green Card Holder with at least three years of U.S. residency.
This role supports the Department of Transportation Common Operating Environment (COE), providing mission-critical infrastructure services supporting DOT systems and operations nationwide.
