Clearance Requirement:
Candidates must have an active Secret clearance at the time of application, and must be SCI eligible.
Work Location:
Washington, D.C.
Work Schedule:
9am-5pm Eastern time, Monday through Friday. This will be a hybrid opportunity. Candidates must work onsite in Washington, D.C. at least 2 days per week (or more as designated by the COR)
Position Overview:
ZenPoint Solutions is looking for a Program Manager to serve as the primary contractor point of contact and senior leader responsible for overall program oversight, financial management, schedule control, staffing, risk mitigation, quality assurance, and customer satisfaction across all contract tasks. The Program Manager will oversee a federal customer’s enterprise-level initiative providing engineering, advisory, modern technical and systems modernization support to sustain and advance a high-availability (24/7/365) global IT environment.
This position is contingent upon the successful award of a government contract and subsequent government approval.
Key Responsibilities:
Act as the primary single point-of-contact for Government stakeholders, including the Contracting Officer’s Representative (COR), providing full transparency into program operations and performance.
Provide strategic leadership, direction, and execution oversight for all contract activities, supervising multi-disciplinary technical and business teams across various labor categories.
Manage program financials, monthly burn rates, and expenditure tracking per Contract Line Item Number (CLIN) and office, utilizing Earned Value Management (EVM) and Technology Business Management (TBM) frameworks.
Direct schedule management, risk management, scope control, and Quality Control Plan (QCP) implementation across all task areas.
Oversee personnel management, subcontractor performance, resource allocation, and recruitment/retention strategies to maintain required staffing levels.
Ensure timely submission and quality of program deliverables, including Monthly Performance Summary Reports (MPSR), Program Management Plans (PMP), Integrated Master Schedules (IMS), and Bi-Weekly Activity Reports (B-WARs).
Lead monthly Program Management Reviews (PMRs) and maintain ongoing coordination with program governance bodies.
Enforce compliance with facility/personnel security requirements, IT security policies, and rapid incident reporting.
Required Qualifications:
Candidate must be a United States Citizen and present proof of Citizenship, if selected
Minimum of 10 years of experience planning, directing, and managing complex IT projects/operations of similar size, scope, and complexity, including strict cost control.
Bachelor of Science (BS) degree in Information Technology or a related field.
Active Project Management Professional (PMP) Certification (or equivalent).
ITIL 4 Certified Expert (or equivalent).
Demonstrated experience implementing Technology Business Management (TBM) across an enterprise of similar size, scope, and complexity.
Demonstrated experience supervising large teams across diverse technical labor categories.
Knowledge and experience in infrastructure design, networking, and securing/operating critical infrastructure.
Strong written and oral communication skills, with proven experience presenting to senior executive leadership.
Preferred Qualifications:
Master’s degree in Business Administration (MBA) or Information Technology (preferred).
Experience managing enterprise contracts supporting high-availability global digital services and hybrid cloud environments (AWS, Azure, Oracle Cloud).
