This position is located in the Department of Veterans Affairs (VA), Office of Information and Technology (OIT), Office of the Chief of Staff (OCoS), serving as an IT Specialist (INFOSEC), providing Veterans Affairs Information Technology oversight, planning, integration, and reporting while ensuring compliance with Federal regulations.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/19/2026. Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Time-In-Grade requirements also apply to former Federal employees applying for reinstatement. You must meet the Minimum Qualification Requirements and Specialized Experience to qualify for this series as described below.

Minimum Qualifications Requirements

EXPERIENCE:

  • Oral Communication
    - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving
    - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

- Specialized Experience for GS-14:

You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled.

Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. Specialized experience is defined as executive-level oversight, integration, and reporting for enterprise IT programs to ensure alignment with organizational policies and applicable regulatory and industry frameworks;
Leading strategic planning efforts to establish IT goals, performance measures, and governance policies while collaborating with senior leadership and external partners to advance interoperability and enterprise best practices; applying advanced expertise in IT principles, information security, and risk management to advise senior leaders on complex technology issues and develop enterprise-wide solutions; conducting analysis and reporting that informs executive decision-making, strengthens regulatory compliance, and shapes organizational IT strategy;

and Integrating security and risk considerations across programs to enhance the organization's overall cybersecurity posture.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, Ameri Corps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
