Guardians of Honor is a small management consulting firm supporting the federal government since 1997 (). We are seeking an energetic new team member experienced in Federal grants management to support our Office of Head Start client.

The Data Management Specialist is responsible for leading grants management data analysis and reporting tasks and serving as the primary data / system point of contact between the functional and technical teams. The Data Management Specialist is responsible for providing dedicated customer service to clients by executing grants management processes that meet client needs and expectations. The Data Management Specialist organizes and executes specific tasks throughout the grants management lifecycle to enable a seamless participant, grantee, and client experience.

The Data Management Specialist is also responsible for assisting with building, maintaining, and testing databases and IT infrastructure, consolidating data from multiple sources, so analysts and team members may easily access and interpret data reliably.

Duties and Responsibilities:
  • Support design and development of databases, reports, and other tools as needed to support efficiencies and process improvement
  • Maintain and oversee maintenance of grants management databases
  • Create data governance models and metadata management systems to manage data from multiple sources/systems (e.g., Excel, Smartsheet, SQL, Power BI)
  • Develop data quality assurance models and processes; provide training and support to data teams
  • Provide strong knowledge and records management processes
  • Test systems, lead test scenarios, and identify/document/remediate all issues
  • Develop reports and presentations on analytical findings customized to various audiences
  • Create and support trainings on database functionality for colleagues and grant recipients
  • Coordinate and collaborate across the team to assure that all work products content and functionality are of highest quality and informed with up-to-date information?
  • Attend weekly contract management and daily stand-up meetings as needed to support contract execution;
    Contribute to client progress and status reports (i.e., monthly reports, weekly registration metrics, etc.)
  • Develop SOPs and QC procedures; and update to reflect efficiencies, best practices, and lessons learned
  • Work with the project manager to draft new project timelines and project kick-off agendas, as well as maintain and update timelines and work plans
  • Prepare and maintain project file folders with all completed work products, artifacts, and deliverables
  • Stay up to date on necessary technology and processes and show initiative in capturing, documenting, and implementing best practices and lessons learned to improve quality and efficiency of services and solutions
  • Support key pre- and post-award grants management activities, such as, but not limited to: annual report tracking, data management and analysis, data entry and QC for routine grantee metrics, correspondence, web content, surveys / forms and information collection tasks, SharePoint sites, preparing analysis and reports, help desk inquiry log, application screening, funding slates, decision letters, project abstracts, G5/Grant Solutions/HSES/etc. administration, closeout functions, and other activities as assigned
Requirements

Minimum Qualifications:
  • Bachelor’s degree required, master's degree and/or relevant certifications preferred
  • At least 3-5 years of related professional experience
  • High level of demonstrated advanced proficiency in utilizing a variety of web-based and commercial off-the-shelf data management software packages such as Microsoft Excel, PowerPoint, Smartsheet, SQL, Power BI, etc.
  • High level of demonstrated proficiency in aggregating, analyzing, and presenting data gathered from multiple sources
  • Highly skilled in metadata management, data quality assurance and validation, and data governance
  • Ability to work onsite at the OHS HQ Office
  • Experience and education in education, early childhood education, child development, public administration, family and consumer science or related fields preferred
