The District of Columbia Government, Client is seeking to acquire an Enterprise Resource Planning (ERP) Technical manager with knowledge of overall People Soft HCM application. Also to support the modernization efforts of the District’s Financial and Budget Systems.

This position shall be utilized to lead and support the overall People Soft HCM application upgrade. Also support modernization efforts of the Client Finance and Budgets Systems. The incumbent shall demonstrate knowledge of both technical development and business process design.

• 1. Formulates and defines systems scope and objectives based on both user needs and a thorough understanding of business systems in implementation of any customizations that is required by DCHR or OPRS as per industry standards.
• 2. Provide subject matter expertise in People Soft Payroll, Commitment Accounting and Position Management.
• 3. Analysis of business and user needs, documentation of requirements, and translation into proper system requirements specifications.
• 4. Provides consultation on complex projects and is considered to be the top-level contributor/specialist of most phases of systems analysis, while considering the business implications of the application of technology to the current and future business environment.
• 5. Experience with integrating ERP systems, including Oracle Cloud, Oracle EBS or People Soft FSCM is highly desired.
• 6. Understands Budgeting and Position Management in a State and Local government environment.
• 7. Prior experience with the development of data extraction, translation and load programs is required.
• 8. Prior knowledge of the District’s existing financial system, SOAR, is highly desired.
• 9. Experience with U.S. Federal installation of People Soft is highly desired.

Bachelor’s degree in Information Technology or related field or equivalent experience.

• 16+ yrs Software Development Lifecycle experience

• 16+ yrs MS Office/PowerPoint experience
• Bachelor’s degree in IT or related field or equivalent experience
• Overall People Soft HCM modules knowledge
• Strong People Soft Technical lead experience
• Expertise with Oracle SQL
• Experience Integrating with External Finance systems like Oracle Cloud, Oracle EBS/Finance or People Soft Finance is desired
• Experience Integrating People Soft HCM with Budgets systems like Hyperion or People Soft Budgets or Oracle Budgets products
• People Soft People Tools Experience - Application Designer, People code, Application Engine, Integration Broker and others
